Waverly man shot, injured in standoff with police

WAVERLY — A Waverly man was shot and injured by authorities Tuesday afternoon after barricading himself inside a Waverly residence for several hours.

At approximately 10:47 a.m. Tuesday, Wood County Sheriff’s deputies were dispatched to a domestic problem in progress at 115 Waverly St. in Waverly between a father and son, according to a press release from Wood County Sheriff Rick Woodyard.

After arriving on scene deputies were made aware of warrants on file in magistrate court for one of the parties involved in the domestic dispute. After verifying the warrants deputies attempted to make contact with Franklin Phillips, 39, located at 115 Waverly Street to execute arrest warrants on charges of obstructing an officer along with disorderly conduct and worthless checks, Woodyard said.

Phillips met deputies on his porch brandishing what appeared to be two handguns at the responding deputies. At this point a standoff between Phillips and sheriff office personnel ensued, he said.

On at least two occasions Phillips exited the residence onto a porch at which time non-lethal means were attempted to end the stand-off but both attempts failed, Woodyard said.

Hostage negotiators from the Parkersburg Police Department were on scene and attempted to negotiate a peaceful conclusion. When those negotiations broke down members of the sheriff office SWAT team made entry through a back door at which time Phillips confronted them with a handgun, he said.

SWAT officers upon perceiving the threat shot Phillips in the torso and leg areas, Woodyard said. SWAT team members immediately started life saving measures on Phillips for his injuries while waiting for EMS personnel who were staged near the scene to arrive, he said.

Phillips was taken by St Joseph Ambulance Service to WVU Camden Clark Medical Center where he was being treated for his injuries Tuesday evening, Woodyard said.

The incident is being investigated by the West Virginia State Police and the Wood County Sheriff’s Office will be conducting an internal investigation into the shooting, both of which are standard protocol for such incidents, he said.

Earlier in the day at the scene of the incident, Woodyard said no officers were injured in the incident.
