Washington County Grand Jury indicts 21
The man who allegedly assaulted a Belpre resident last month was indicted this week by the Washington County Grand Jury.
John Lloyd Mace, 40, homeless, was indicted on one count of felonious assault, a second-degree felony, and one count of trespass in a habitation when a person is present or likely to be present, a fourth-degree felony.
According to an affidavit of facts filed by the Belpre Police Department, while an officer was on patrol June 9, he was dispatched to 901 Leonard Ave. in reference to a man named “Tim” running over to the caller’s house, reporting he was assaulted.
When the officer arrived, Timothy Cowan appeared to be injured with severe swelling and redness on the right side of his face and eye. He said he lives at 816 Leonard Ave. and stated he was helping a guy out, or so he thought, stated the affidavit.
Earlier in the day, an unknown man (identified as John L. Mace) approached him and asked if he could charge his cell phone, the report stated. Mace was reportedly allowed to charge the phone on the front patio of the house, which is not enclosed within the house. The man complained about girlfriend problems, the report noted.
Mace told Cowan he was hungry and had nowhere to go, the report stated. Cowan gave him some food and let him sleep on the front patio, the report stated.
Later that night, Mace allegedly broke into Cowan’s home and asked where his girlfriend was, because he knew she was there. He allegedly began repeatedly hitting Cowan in the face about 15 times.
After the police arrived, Belpre EMS took Cowan to Belpre Marietta Memorial Hospital ER for treatment, where they found his injuries included a nasal bone fracture, the report noted.
Police learned Mace was on post release supervision with Meigs County Adult Parole Authority. He was arrested June 15 and remains at the Washington County Jail.
The other 20 true billed defendants include:
¯ Ronald L. Mayle, 60, of 25 Southland Cemetery Road, was indicted on one count of importuning and one count of possessing criminal tools, both fifth-degree felonies. He was arrested June 15 after a search warrant executed at his residence reportedly provided evidence of messaging what he believed was a 15-year-old with sexually explicit conversation and nude photographs.
The Washington County Sheriff’s Office said Mayle tried to arrange to pick up the juvenile after dark, tried to arrange for the juvenile to come to his house for “sex” on multiple occasions, and sent a picture of his private area to the “juvenile.” Mayle had also asked the “juvenile” to delete the Facebook conversations on several occasions because he did not want to get in trouble. The Facebook account was operated by law enforcement.
Subject to forfeiture are three cell phones reportedly used to commit the offense.
¯ Carrie Madison, 48, of 707 Elm St., was indicted on one count of endangering children, a second-degree felony, and one count of permitting child abuse, a third-degree felony. According to the indictment, from Oct. 2, 2021, through Dec. 2, 2021, Madison reportedly caused serious harm to a minor by permitting the child to be abused.
¯ Timothy K. Parsley, 48, last known address of 260 Parsley Bottom Road, Lenore, W.Va., was indicted on one count of improperly handling firearms in a motor vehicle, a fifth-degree felony; one count of possession of drugs, a first-degree misdemeanor; and one count of illegal use or possession of drug paraphernalia, a fourth-degree felony. He allegedly had a 12 gauge shotgun in his vehicle while he was reportedly under the influence of alcohol, a drug of abuse, or a combination of them, on Interstate 77 in August 2020. He was also reportedly found with suboxone.
¯ Harry S. Swager, 70, last known address of 1904 Latrobe St., Parkersburg, was indicted on one count of theft, a fifth-degree felony. He reportedly stole miscellaneous merchandise worth $1,000 to $7,500 from Lowe’s in February.
¯ Matthew J. Mohr, 41, of 550 Groves Ave., Marietta, was indicted on three counts of operating a vehicle under the influence of alcohol, a drug of abuse or a combination of them-OVI, and one count of improperly handling firearms in a motor vehicle, all fourth-degree felonies. The incident reportedly occurred in May. Within 10 years of the offense, he was previously convicted of other equivalent events in March 2014 and June 2018 in Marietta Municipal Court and in April 2018 in Wood County Magistrate Court. He also reportedly had a loaded firearm in his vehicle.
¯ Susan L. Sams, 43, of 504 West St., Belpre, was indicted on one count of theft, a fifth-degree felony. She allegedly stole $1,170 from the victim in December 2017.
¯ Domanick J. Haught, 28, of 116 W. Fay Ave., Marietta, was indicted on one count of receiving stolen property and one count of aggravated possession of drugs, both fifth-degree felonies. In October 2020, he was arrested after allegedly having debit and credit cards belonging to another. He was also reportedly found with methamphetamine.
¯ Edward A. Minke, 55, and Marie L. Powell, 28, both of 605 10th St., Marietta, were each indicted on one count of endangering children, a third-degree felony. They were arrested after allegedly growing marijuana in a house where a 4-year-old lived.
¯ Jacob Samuel Roush, 27, of 2420 McDonald Road, Vincent, was indicted on one count of failure to comply with an order or signal of a police officer, a third-degree felony; and one count of operating a vehicle under the influence of alcohol, a drug of abuse or a combination of them-OVI and one count of driving under suspension or in violation of license restriction, both first-degree misdemeanors. He reportedly failed to stop and was found under the influence and with a suspended driver’s license. Within 10 years of the offense, he was convicted of OVI in February 2013 in Marietta Municipal Court.
¯ Dustin Bradley Whipkey, 37, of 630 Walnut St., Lowell, was indicted on one count of trespass in a habitation when a person is present or likely to be present, a fourth-degree felony, and one count of menacing, a fourth-degree misdemeanor. The sheriff’s office reported he entered a home without permission. Whipkey told the deputy he confronted the owner about allegedly stealing.
¯ Derik Michael Wittekind, 30, homeless, was indicted on one count of failure to provide notice of change of address, a third-degree felony. Wittekind reportedly did not notify the sheriff’s office of a change of address from Feb. 21 through April 11. He was convicted in November 2012 on one count of unlawful sexual conduct with a minor. He had also been convicted in May 2016 of failing to provide a change of address.
¯ Allen Lewis Patterson, 45, last known address of 391 Echo Valley Road, Waterford, was indicted on one count of arson registration violation, a fifth-degree felony. He reportedly did not register with the sheriff’s office from March 9, 2021, through April 8, 2022.
¯ Tiffany A. Wilkes, 36, of 1811 20th St., Parkersburg, was indicted on one count of failure to appear as required by recognizance, a fourth-degree felony. She was reportedly to appear in Washington County Court of Common Pleas in December.
¯ Edward L. Davis, 38, of 2511 Division St., Parkersburg, was indicted on one count of failure to appear as required by recognizance, a fourth-degree felony. He was reportedly to report to common pleas court June 6.
¯ Paula J. Walker, 35, of 812 Moore Ave., Belpre, was indicted on one count of failure to appear as required by recognizance, a fourth-degree felony. She was reportedly to appear in common pleas court on June 2.
¯ Mark E. Swaney, 55, homeless, was indicted on one count of failure to appear as required by recognizance, a fourth-degree felony. He was reportedly to appear in common pleas court on June 13.
¯ Steven M. Brannan, 36, of 183 Silver Lane, Letart, W.Va., was indicted on one count of failure to appear as required by recognizance, a fourth-degree felony. He was reportedly to appear in common pleas court on June 13.
¯ Ayla Marie Satin Cox, 30, last known address of 5461 State Route 821, Whipple, was indicted on one count of failure to appear as required by recognizance, a fourth-degree felony. She was reportedly to appear in common pleas court on June 13.
¯ James D. Warner, 41, of 334 Muskingum Drive, Marietta, was indicted on one count of violating a protection order, a fifth-degree felony. He allegedly violated the order on June 14 at 101 Front St., Marietta. He had previously been convicted of the same offense in October 2021 in Marietta Municipal Court.
