Washington County grand jury issues 18 indictments
MARIETTA — The Washington County Grand Jury recently indicted 18 people on charges ranging from failure to appear to felonious assault and compelling prostitution.
Joe Eugene Robinson, 47, of 4570 Laurel Ridge Road, Lowell, was indicted on one count of compelling prostitution, a third-degree felony, and one count of importuning, a fifth-degree felony.
Robinson was arrested July 16 by detectives with the Washington County Sheriff’s Office after a month-long investigation involving allegedly compelling prostitution involving a juvenile.
He allegedly tried to pay the minor a total of $400 in December 2018.
On the morning of July 16, Robinson contacted the minor asking them if they needed money. He was told they needed $400 and Robinson was asked what the juvenile would need to do to get the money. He allegedly replied to the victim with “everything,” then asked for photographs of the minor.
Robinson and the juvenile set a meeting for that afternoon at Lowell Elementary School. Detectives set up surveillance and saw Robinson drive by the school. The detectives made contact with Robinson and he said he had taken out $400 in cash and was there to meet the juvenile. He allegedly admitted they did have inappropriate conversations and that the meeting would be for sexual favors.
Marietta resident Joseph Kirk, 28, was also indicted by the grand jury. He was indicted on counts of felonious assault and tampering with evidence. The felonious assault is a second-degree felony, while tampering with evidence is a third-degree felony.
Police reports state on July 15, Kirk was arrested after using a knife to stab Jeffrey G. Powers at the McDonald’s on Glendale Road in Marietta. The tampering with evidence charge stems from Kirk allegedly throwing the weapon into a trash can at the Giant Eagle near the McDonald’s.
Powers was sitting outside the restaurant when Kirk allegedly came toward him, threatening him with the knife. He was allegedly angry because Powers had been stealing from him.
After following Powers into the restaurant, he attacked him, knocking him to the ground. Powers was injured while defending himself. Kirk then fled the McDonald’s, heading toward the Giant Eagle, where the weapon was recovered by the sheriff’s office in a trash can.
Also indicted by the grand jury were:
* Eric J. Bobb, 37, of 8295 Dozer Ridge Road, Philo, was re-indicted on seven charges, including two counts of burglary, both second-degree felonies; two counts of theft, both fourth-degree felonies; two counts of grand theft, both third-degree felonies; and one count of theft of a motor vehicle, a utility vehicle, a fourth-degree felony. The charges stem from incidents on April 17, 2018, and April 30, 2018, at 2260 Clark Hill Road, Waterford.
* David R.W. Dunkle, 37, last known address unknown, was re-indicted with Eric J. Bobb on seven charges, including two counts of burglary, both second-degree felonies; two counts of theft, both fourth-degree felonies; two counts of grand theft, both third-degree felonies; and one count of theft of a motor vehicle, a utility vehicle, a fourth-degree felony. The charges stem from incidents on April 17, 2018, and April 30, 2018, at 2260 Clark Hill Road, Waterford.
* Kenneth D. Holbert, 41, last known address of 137 Brandy Drive, Marietta, was indicted twice. In the first indictment, he was charged with one count of aggravated possession of methamphetamine, a third-degree felony; and one count of illegal use or possession of drug paraphernalia, a fourth-degree misdemeanor. In the second indictment, he was charged with one count of aggravated burglary, a first-degree felony; menacing by stalking, a fourth-degree felony; and disrupting public services, a fourth-degree felony. The indictments stem from an arrest on Dec. 31, 2018, after allegedly pulling a knife on his ex-girlfriend, Carla Vickers, at her home.
He also reportedly stole her cell phone so she could not call police before leaving the residence. In the preceding days, he allegedly sent threatening messages to Vickers and drove by her home honking his car’s horn. In one of the messages, he threatened violence against himself and was transported by the Washington County Sheriff’s Office to Marietta Memorial Hospital for a mental evaluation. The initial police report notes that Holbert also allegedly followed Vickers from her home to Parkersburg, where he tried to open her car doors and beat on her windows while she was stopped at a traffic light.
* Dustin Ashcroft, 30, of 810 Lee St., Belpre, was indicted on two charges, including one count of inducing panic, a fourth-degree felony, and using weapons while intoxicated, a first-degree misdemeanor. The indictment stemmed from an arrest on June 8 at 2210 Pride Ave., Belpre, when he allegedly threatened to harm himself with a firearm. The affidavit of facts submitted to the Marietta Municipal Court said Ashcroft allegedly would not leave his residence without his gun. Officers from the Belpre Police Department called the Washington County Sheriff’s Office for assistance. The homes around Ashcroft’s residence were evacuated and off-duty officers were called in to relieve officers who were on the scene throughout the night. Officers were on the scene for approximately 16 1/2 hours before Ashcroft surrendered to members of the Athens County Special Reaction Team.
* Darren Petty, 32, of 211 Pickering St., Parkersburg, was indicted on one count of failure to appear, a fourth-degree felony. The indictment stemmed from pleading guilty to the fifth-degree felony misuse of credit cards. Petty was originally sentenced in May 2018 and was sentenced to one year community control and 30 days in jail, along with paying restitution of $12,425.
* Jessica Bonnell, 35, of 1093 Silver Run Road, Cairo, W.Va., was indicted on one count of aggravated possession of methamphetamine, a second-degree felony. The indictment stems from an arrest on Nov. 23, 2017, on Interstate 77 near mile post 13.
* Katherine Bartimus, 38, of 2346 Sealy Ridge Road, Vincent, was indicted on one count of theft, a fifth-degree felony. The indictment stems from an arrest in March at Country Corner Grocery in Bartlett after deposits were missing from the store.
* Natalie J. Taylor, 33, of 620 Ninth St., Marietta, was indicted on one charge of aggravated possession of methamphetamine, a fifth-degree felony. The indictment stems from an arrest on Sept. 1, 2018, at her residence.
* William “Bill” L. Skinner, 66, of 13760 Waterford Road, Waterford, was indicted on four charges, including one count of aggravated vehicular assault, a third-degree felony; one count of aggravated vehicular assault, a fourth-degree felony; one count of failure to stop after an accident, a fifth-degree felony; and one count of operating a motor vehicle while intoxicated. The indictment stems from an incident on Feb. 7, when he was allegedly operating a motor vehicle while intoxicated and hit Shelby Miller’s vehicle and failed to remain at the scene of the collision.
* Michael T. Runyon, 30, of 1609 Hill St. Apt. 10, Belpre, was indicted on one count of failure to appear after not appearing for a May 13 arraignment on one count of theft and one count of receiving stolen property, both fifth-degree felonies.
* Cherelle Jones, 33, of 3034 Woodway Road, Columbus, was indicted on five counts, including one count of trafficking 34.66 grams of fentanyl, a third-degree felony; one count of aggravated possession of 34.66 grams of fentanyl, a third-degree felony; one count of possession of heroin, a fifth-degree felony; one count of illegal use or possession of drug paraphernalia, a fourth-degree misdemeanor; and one count of obstructing official business, a first-degree misdemeanor. The indictment stems from an arrest on July 2, 2017, at Ohio 7 near mile post 8 in Washington County.
* Along with Cherelle Jones, Erika D. Jones, 33, of 1076 Lexington Ave., Columbus, was indicted on five counts, including one count of trafficking 34.66 grams of fentanyl, a third-degree felony; one count of aggravated possession of 34.66 grams of fentanyl, a third-degree felony; one count of possession of heroin, a fifth-degree felony; one count of illegal use or possession of drug paraphernalia, a fourth-degree misdemeanor; and one count of obstructing official business, a first-degree misdemeanor. The indictment stems from an arrest on July 2, 2017, at Ohio 7 near mile post 8 in Washington County.
* Chase Simmons, 34, of 15164 McConnelsville Road, Caldwell, was indicted on five counts, including tampering with drugs, a third-degree felony; one count of petty theft, a first-degree misdemeanor; one count of aggravated possession of methamphetamine, a fifth-degree felony; one count of aggravated possession of hydrocodone, a fifth-degree felony; and one count of aggravated possession of alprazolam, a fifth-degree felony. The indictment stems from an arrest June 16, 2017, at 456 Pike St., Marietta, for theft from the Family Dollar.
* Robert Goodnight, 42, of 1115 15th St., Parkersburg, was indicted on one count of failure to comply with order or signal of police officer, a third-degree felony. The indictment stems from an arrest on Nov. 11, 2017, at Barclay Street in Belpre, after he allegedly operated a motor vehicle to elude a police officer after receiving a visible or audible signal to stop.
* Robert O. Powers, 48, of 2066 Hackberry St., Akron, was indicted on one count of failure to appear, a fourth-degree felony. The indictment stems from a failure to appear at a final pre-trial on June 17 after being released on a recognizance bond. He was originally arrested in May 2018 for allegedly possessing the proceeds of violations of other instances of trafficking in methamphetamine and/or heroin or other illegal drugs. The proceeds of $3,493 were forfeitable to the state.
* Ryan N. Cisler, 28, of 2865 Raynolds Run Road, Newport, was indicted on four charges, including one count of aggravated vehicular assault, a third-degree felony; vehicular assault, a third-degree felony; operating a motor vehicle while intoxicated, a first-degree misdemeanor; and one count of operating a motor vehicle while intoxicated, a first-degree misdemeanor. The indictments stem from an arrest on Oct. 7, 2018, for striking Jeffrey Kiggans with his vehicle while intoxicated.
