Attempted murder among Washington County grand jury indictments
MARIETTA — The most recent round of grand jury indictments in Washington County included attempted murder charges for a Coal Run man.
The Washington County Grand Jury indicted Ryan Thomas Starkey, 24, of 50 Henderson Alley, on nine counts, including attempted murder and felonious assault.
Starkey was indicted on two counts of the attempted murder of his girlfriend and her father, Ashley Bules and Roe Bules, both first-degree felonies; two counts of felonious assault with a Ruger .22 caliber handgun against Bules and her father, both second-degree felonies; one count of felonious assault with a large metal pipe of Roe Bules, a second-degree felony; one count of improperly handling of a firearm in a motor vehicle, a fourth-degree felony; one count of domestic violence of Ashley Bules, a first-degree misdemeanor; one count of unlawful restraint, a third-degree misdemeanor; and one count of felonious assault of Ashley Bules, a second-degree felony.
“Mr. Starkey and Ms. Bules had been in a domestic dispute most of the day,” said Washington County Assistant Prosecutor Amy Beane. “They went into Morgan County briefly, then back to Lowell.”
Bean said Ashley Bules called her father to come and get her and as they were trying to leave, “Mr. Bules was hit with a pipe on the arm. Mr. Starkey came after them and he took a shot at them,” Bean said, noting the weapon was a Ruger .22 caliber pistol.
His jury trial is currently set for Aug. 12.
Also indicted by the grand jury were:
* Sherman L. Larrimore II, 37, of 1308 Williamson Ave. Apt. 1B, New Matamoras, was indicted for failure to appear, a fourth-degree felony. The indictment stems from a domestic violence arrest in July 2018. Larrimore allegedly got into a verbal argument with the mother of his child. Larrimore allegedly became physical, throwing her to the ground multiple times, where she hit her head on the floor. He also threw her on the bed and punched her in the face.
* Hannah A. Davis, 19, homeless, was indicted for failure to appear, a fourth-degree felony. The indictment stems from an arrest in Marietta in October 2018 for failure to comply with order or signal of police officer, which is a third-degree felony. She allegedly attempted to flee when an officer tried to pull over her vehicle.
* David E. Powers, 38, of 916 Naish St., Williamstown, was indicted for grand theft of a firearm, a first-degree felony, and receiving stolen property, a first-degree felony. The charges stem from an arrest after he allegedly stole a Mossberg 590 Shockwave shotgun from the federally licensed firearms dealer Bridgeport Equipment & Tool in April 2019.
* David E. West II, 37, of 26 Aqua Circle, Parkersburg, was indicted on four counts stemming from an arrest on Nov. 6, 2018, in the 2300 block of Washington Boulevard in Belpre. The indictment included one count of aggravated possession of methamphetamine, a third-degree felony; one count of aggravated trafficking in methamphetamine, a third-degree felony; one count of carrying a concealed weapon, a fourth-degree felony; and one count of improperly handling firearms in a motor vehicle, a fourth-degree felony. A gun was found when his vehicle was searched during the traffic stop in Belpre.
* David E. Durbin, 43, of 23939 Moyiss Road, Coolville, was indicted for aggravated possession of methamphetamine, a fifth-degree felony. The indictment stems from an arrest on March 31, 2017, in the 100 block of Washington Boulevard, Belpre.
* James J. Lowers, 40, of 20 Charles St., Newport, was indicted on six counts stemming from an arrest on June 29, 2018, at his residence. The indictments include aggravated trafficking in methamphetamine, 97.33 grams, a first-degree felony; aggravated possession of methamphetamine, 97.33 grams, a second-degree felony; aggravated trafficking in methamphetamine, 7 grams in the vicinity of a school, a second-degree felony; aggravated trafficking in methamphetamine in the vicinity of a school, a third-degree felony; tampering with evidence, a third-degree offense; and obstructing official business, a second-degree misdemeanor.
* Along with James L. Lowers, Samantha J. Burns, 38, of 20 Charles St., Newport, was indicted on three counts stemming from an arrest at her residence. The indictments include illegal cultivation of marijuana, 539.47 grams in the vicinity of a school, a fourth-degree felony; permitting drug abuse, a fifth-degree felony; and permitting drug abuse, a fifth-degree felony.
* Stephen A. Andrew, 43, of 1209 Walnut Hill Road, St. Marys, W.Va., was also arrested June 29, 2018, at the residence of James J. Lowers. He was indicted on one count of aggravate trafficking in methamphetamine, 7 grams in the vicinity of a school, a second-degree felony.
* Derek L. Ryan, 29, of 207 Second St., Lower Salem, was indicted on one count of domestic violence. The indictment stems from an arrest on April 15 at his residence for head-butting his girlfriend.
* Chrystal N. Glessner AKA Chrystal N. Dillon, 32, of 606 Florence St., Belpre, was indicted on two counts stemming from an arrest on April 18 at Civitan Park, 1500 Blennerhassett Ave., Belpre. The indictments include one count of theft of alprazolam, also known as Xanax, a fourth-degree felony; and one count of tampering with evidence, a third-degree felony. While at the park with Cheryl Cox, the two got into a verbal altercation when Glessner stole a prescription bottle of 1mg alprazolam from Cox. When a Belpre Police officer attempted to talk to Glessner, she attempted to hide and dispose of blue pills. Officers found an empty pill bottle in Glessner’s truck that was imprinted with Cox’s name.
* Joseph L. Slider, 29, address unknown, was indicted on one count of failure to register, a second-degree felony. Slider was required to provide notice of a change of residence following a 2005 sentencing in Washington County Juvenile Court to register as a juvenile sex offender for the crime of kidnapping, a second-degree felony.
* Daniel L. Francis, 34, of 9580 State Route 339, Vincent, was indicted on seven counts stemming from a series of arrests from April 2018 to January 2019. The indictments include engaging in a pattern of corrupt activity, a first-degree felony; aggravated trafficking in methamphetamine, which was committed in the vicinity of a juvenile female, a first-degree felony; aggravated possession of methamphetamine, a second-degree felony; possession of cocaine, a fifth-degree felony; possession of lysergic acid diethylamide (LSD), a fifth-degree felony; trafficking in lysergic acid diethylamide (LSD), which was committed in the vicinity of a juvenile female, a third-degree felony; and aggravated trafficking in methamphetamine, a fourth-degree felony.
* Ethan Duvall, 19, of 204 1/2 Curtis Blvd., Marietta, was indicted on two counts following a motor vehicle accident in Washington Countyin July 2018. The indictments include aggravated vehicular assault, a fourth-degree felony, and failure to stop after an accident, a fourth-degree felony. Duvall allegedly hit a female juvenile with his vehicle and failed to remain at the scene of the collision, which caused serious physical harm to the juvenile.
* Trent D. Mason, 30, of 511 Ferguson St., Marietta, was indicted on five counts stemming from an arrest on Feb. 21. The indictments include aggravated trafficking in methamphetamine, 9.89 grams, a third-degree felony; aggravated possession of methamphetamine, 9.89 grams, a third-degree felony; trafficking in a fentanyl-related compound, a fifth-degree felony; aggravated trafficking in methamphetamine, a fourth-degree felony; and receiving proceeds of an offense subject to forfeiture proceedings, $1,220, a fifth-degree felony.
* Alexander R. Tokar, 26, of 9633 River Styx Road, Wadsworth, was indicted on three counts stemming from an arrest in April on Interstate 77. The indictments include one count of aggravated trafficking in drugs/major drug offender, with 447.0255 grams of methamphetamine, a first-degree felony; aggravated possession of drugs/major drug offender, with 447.0255 grams of methamphetamine, a first-degree felony; and operating a vehicle while under the influence of alcohol or drugs, a first-degree misdemeanor.
* Levi S. Jarvis, 21, of 106 Meadowcrest Lane, Little Hocking, was indicted on four counts after an arrest in April. The indictments include counts of failure to comply with an order or signal or a police officer, a third-degree felony; carrying a concealed weapon, a fourth-degree felony; aggravated possession of methamphetamine, a fifth-degree felony; and failure to stop after an accident, a fifth-degree felony. Jarvis allegedly operated a motor vehicle so to willfully elude or flee a police officer after receiving a signal to stop at 118 N. Seventh St., Marietta. He was found with a silver .32 caliber revolver loaded with five rounds of ammunition, as well as methamphetamine. He also failed to stop on the 100 block of Pike Street, Marietta, at the scene of a collision.
* Jeremy Phipps, 40, of 10 Browns Road Apt. 4A, Marietta, was indicted on three counts after an arrest in March. The indictments include one count of trespass in a habitation when a person is present or likely to be present, a fourth-degree felony; one count of domestic violence, a fourth-degree felony; and vandalism, a second-degree misdemeanor. Phipps allegedly trespassed in a habitation occupied by Jessica Morrow at 10 Browns Road Apt. 8A. He threatened domestic violence against his girlfriend, Alixandrea Thomas at 10 Browns Road Apt. 4A, as well as caused a risk of physical harm to property in apartment 4A.
* Jerran K. Knowlton, 39, of 6658 Archers Fork Road, New Matamoras, was indicted on counts of domestic violence and disrupting public service, both fourth-degree felonies. In May, Knowlton caused physical harm to his father, Richard Knowlton, at his residence, and destroyed a phone to keep his father from calling 911.
