She was born August 21, 1975 in Charleston, West Virginia, a daughter of the late Margaret Ellen Bates Platt. She was a former EMT with the Roane County Emergency Squad. Rachel is survived by her sister and brother-in-law, Katherine “Kate” and Greg Short of Peniel, West Virginia; her aunt, Anna Flint of Spencer, West Virginia; and five beloved cousins.
