Vienna City Council approves bids, contribution

VIENNA — Vienna City Council approved several actions during its regular meeting Thursday evening.
Council passed the second reading of an ordinance amending Section 311.04 of the Codified Ordinances of the City of Vienna relating to driving on play streets.
Under the amended ordinance, no person shall operate a motor vehicle upon any play street at a speed greater than 15 mph, except emergency vehicles when responding to an emergency call. A former restriction limiting access to vehicles with business or residence within the closed area is repealed.
The ordinance will also include steps to remove the play street designation and return it to a regular street in the future in case population changes show that children no longer live on that street.
In other business, council approved a resolution making a walking bridge donation for the benefit of the Parkersburg High School Archery Team. The bridge was formerly used in Jackson Memorial Park.
Council approved a resolution authorizing the donation of $25,000 to the West Virginia University at Parkersburg Foundation to repaint the water tower on the former Ohio Valley University property, which features the old logo. The campus is being turned into the WVUP Innovation and Technology Center with a new logo.
Council approved bid recommendations for the Vienna Police Department, the Streets Department and the kayak launch. The VPD bid for two police utility vehicles was approved as $90,354 for two Dodge Durangos, or $45,177 each, from Thornhill Automotive. The Streets Department bid for two three-quarter ton trucks with utility bodies was approved as $123,976 for two vehicles at $61,988 each from Matheny Motors.
The final bid approved by council was $372,300 for Jimmie Harper Construction for the kayak launch to be located at 12th Street. The kayak launch installation is grant-funded with the city’s share being $10,000, officials said.
Council approved a resolution authorizing an agreement between the city and the West Virginia Department of Transportation for the 27th Street bridge project.
The WVDOT is requesting the relocation of utilities, officials said. The WVDOT will pay for and conduct the work, while the city will have prior approval of any changes.
Council approved a resolution authorizing an application for a Federal Lands Access Program grant to fund an Americans with Disabilities Act-compliant boat dock, fishing area and parking lot with lighting at the 12th Street kayak launch.
A special council meeting will be 6 p.m. Thursday, Sept. 18, and the next regular council meeting will be 6 p.m. Thursday, Sept. 25.
