Police: Parkersburg man charged with soliciting minor

PARKERSBURG — A Parkersburg man was arrested last week for inappropriate communication with a female minor.
In a press release from the West Virginia State Police Crimes Against Children Unit, state police said on July 26, 2023, they were made aware of an adult, Eric Charles Liotti of Parkersburg, engaging in communication via electronic device with a juvenile female. This communication took place by way of an online social media application.
During this communication Liotti had sexually explicit conversations with the female juvenile, the release said.
“Liotti admitted to having sexually explicit conversations with the female juvenile and to be in possession of child pornography,” the release said.
Following a forensic analysis of Liotti’s mobile device, law enforcement located the conversation with Liotti and the female juvenile.
The conversation included Liotti detailing his intention on how he planned to have sex with the juvenile. Additionally, law enforcement located images and videos of child pornography on Liotti’s mobile device.
On Aug. 23 the West Virginia State Police Crimes Against Children’s Unit/Internet Crimes Against Children Unit, assisted by the Randolph County West Virginia State Police Office, arrested Eric Charles Liotti in Wood County for the Distribution and Exhibiting Material Depicting Minors Engaged in Sexually Explicit Conduct, Soliciting, etc. a Minor via Computer, and Use of Obscene Matter with Intent to Seduce a Minor.
He was arraigned in Wood County Magistrate Court before Magistrate Brenda Marshall and his bond was set at $30,000 surety.
Liotti failed to post his bond and was placed in Tygart Valley Regional Jail.
Corporal J. M. DeMeyer of the W.Va. State Police said Liotti had previous felony criminal convictions in Jackson, Randolph and Wood County for fleeing and other charges. He had previously been sentenced in Randolph County and jailed in Tygart Valley. He was released early and was put on adult probation. He registered on adult probation in Wood County because that is where he lives. Within a couple of months he violated his probation, so he was sent back up to Tygart Valley on a probation violation, DeMeyer said.
There could be other possible victims in the area and if anyone has any information they are asked to contact the local West Virginia State Police Detachment.
The State Police are issuing the reminder that all defendants are presumed innocent until proven otherwise in a court of law, the release said.
