Municipal government subject of Smoot presentation

PARKERSBURG — A program on the different structures of municipal governance in West Virginia will be held at 3 p.m. Sunday at the Smoot Theatre in Parkersburg.
The presentation is a continuation of the Smoot Winter Lecture Series, according to Felice Jorgeson, organizer of the series.
People who attended the presentations earlier this year suggested the different forms of city government in West Virginia would make an interesting discussion, she said. Parkersburg’s is the strong-mayor form and other cities have a city manager or the weak-mayor form, Jorgeson said.
“How do these operate? How are decisions made? How are discussions put into place in these municipalities?” she said. “All these elements vary from town to town in West Virginia.”
Among the confirmed participants for the presentation are Ripley Mayor Carolyn Rader, City Manager Brooke Barnhart of St. Marys and Steve Williams, who served three terms as mayor of Huntington and ran for governor, Jorgeson said.
A question-and-answer session will be held following a short talk by each participant, Jorgeson said.
The event is free and will be held in the theater at 213 Fifth St.
Previous programs in the lecture series included “Once a Big Red, Always a Big Red” about Parkersburg High School athletics, “Prelude to the Revolution” about landmarks predating the American Revolution in West Virginia and “Steppin’ Out” about old theaters in Parkersburg.
