VIENNA — Vienna City Councilman Roger Bibbee passed Friday morning, at 69, as announced by the Vienna Volunteer Fire Department. Bibbee left behind a legacy as not only a Vienna city councilman but with his work for the Vienna VFD. Bibbee joined the fire department in December 1975 and worked as the Deputy Chief for the department. After 27 years of active service with the VVFD, he resigned with an honorary membership. With his honorary membership he went on to support the VVFD for a total of 49 years. When Bibbee started serving on council in 2000 he served as a liaison between council and the fire department until his passing. Current Fire Chief Steve Scholl joined the VVFD around the same time, according to Scholl. He said Bibbee did everything he could for the fire department in his time as chief and in his time on council and that he will be greatly missed. Bibbee’s passing leaves a seat open on the Vienna City Council. The city recently filled the seat of Tom Azinger, a councilman who passed earlier this summer, and followed the rules of an ordinance to fill the seat to serve out the rest of the term. According to the ordinance, if a seat on council is opened it must be filled within 30 days. The seat is not considered vacant until council declares the seat vacant at a meeting. The next scheduled council meeting is Sept. 12 which means the seat would need to be filled by Oct. 12. The position is filled by an interview process. However, no immediate plans to fill Bibbee’s council seat were announced as of Friday. Gwen Sour can be reached at gsour@newsandsentinel.com
