Parkersburg City Council to discuss COVID relief funds

PARKERSBURG — Expenditures of $3.1 million in COVID-19 relief funds are on the agenda of Parkersburg City Council on Tuesday.

Council will act on a resolution revising the American Rescue Plan Act Fund.

The allocations are from the second disbursement of $10.925 million to the city. The city has received $21.85 million in two allocations.

The revisions include:

* $200,000 to be allocated to nonprofit groups through local foundations.

* $1.5 million to renovate Bennett Stump Baseball Field in City Park.

* $850,000 in stormwater lining projects and paving Broadway Avenue after the linings are installed.

* $550,000 in stormwater management for a vactor truck.

The revisions to the budget will leave an unappropriated balance of $7,825,304 in the fund, Finance Director Eric Jiles said.

Council meets at 7:30 p.m. Tuesday in chambers in the Municipal building.

Also on the agenda:

* A resolution authorizing the mayor to apply for a railroad crossing elimination program grant for a planning study at 19th and Keever streets. Cost is $120,000 with 80% through the program and the remainder from the city.

A companion resolution is for a budget revision for $24,000 to split the local share, $12,000 from the city and $12,000 from the Utility Board, for the planning study.

* A resolution to commit more matching funds, $147,329, to expand the multi-use trail on the Ohio River from Point Park to the northern corporation limits. The lowest bid for the project was $736,646 over estimate, requiring the additional local match.

A companion resolution would move $120,000 from the Market Street Phase III sidewalk project for a payment to the state for the river trail grant match.

* A resolution asking the state auditor to approve the $1.5 million for the Bennett Stump Field renovation. A companion resolution authorizes a budget revision in the Parks and Recreation Capital Projects Fund for the baseball field renovation project.

* An ordinance on final reading to create a child abuse investigation specialist in the Parkersburg Police Deaprment. A companion resolution would revise the Police Department budget to fund the new specialist.

* An ordinance on first reading to adopt a state building code promulgated by the State Fire Commission.

Council’s Public Works Committee will meet at 6 p.m. Tuesday in the executive conference room on the second floor of the Municipal Building.

The only item on the agenda is a study by the Environmental Protection Agency on the Central Garage. The city is considering replacing the dilapidated structure on Camden Avenue.

The Urban Renewal Authority will meet following the council meeting on Tuesday.

Items on the agenda are:

* An application from Jeromy Buskirk to donate property at 908 Laverne St.

* An application from Dell Owen Pomeroy to purchase property from the authority at 1005 19th St.

* An application from James Mercer to sell property at 1000 13th St. for fair market value.

* A resolution of the authority to acquire the real estate at 318 Fifth St. by eminent domain.
