Vienna City Council accepts bid approvals

VIENNA -- Vienna Mayor Randy Rapp proclaimed Sept. 17-23 Constitution Week in honor of this being the 232nd year since the drafting of the U.S. Constitution.
Under new business, the Vienna City Council accepted five bid approvals at Thursday's meeting.
The first bid was for the purchase and installation of the Adult Playground equipment. The city received two bids, one from Davis Athletics for $52,255 and the other from Snider Recreation for $46,580.
Council followed the recommendation from the Budget and Finance Committee and accepted the bid from Davis Athletics. The funding for this has been budgeted in the 2019-2020 General Funds Budget.
The second bid was for a foam coating of the Park Maintenance Garage, Recreation Sports Building and the Senior Center. The city received two bids, one from FoamCoat Roofing and Coatings Inc. for $40,150 and the other from E and E Construction for $75,255.
Council followed the recommendation from the Budget and Finance Committee and accepted the bid from FoamCoat Roofing and Coatings Inc. The funding for this has been budgeted in the 2019-2020 General Funds Budget.
The third bid was for the purchase of 13 cellular modems and equipment for police cruisers. The city received two options, but one bid from Ergotech Controls Inc. The first option was for the modems to run at 600 megabits per second, costing $11,374.74. The other option was for them to run at 1200 megabits per second, costing $12,674.74.
Council followed the recommendation from the Budget and Finance Committee and Police Chief Mike Pifer accepted the option for the 1200 megabit modems. The funding for this has been budgeted in the 2019-2020 General Funds Budget.
The fourth bid was for the financing of two police department vehicles. The city received three bids, with two options each. BB&T offered a three year option for 2.33 percent interest and a four year option at 2.35 percent; United Bank offered a three and four year option at 2.74 percent; and WesBanco offered a three year option of 2.89 percent and a four year at 2.94 percent.
Council followed the recommendation from the Budget and Finance Committee and accepted the three year option from BB&T. The funding for this has been budgeted in the 2019-2020 General Funds Budget.
The fifth bid was for various street paving projects. The city received two bids, one from Jimmie Harper Construction for $520,434.55 and the other from Brown Asphalt Paving Co. Inc. for $487,252. Council followed the recommendation from the Budget and Finance Committee and accepted the bid from Brown Asphalt Paving Co. Inc. The funding for this has been budgeted in the 2019-2020 General Funds Budget and Coal Severance Budget.
Council also approved a General Fund Budget revision, to reappropriate $29,200 from money leftover from last year for the Adult Playground to go toward the completion of the Adult Playground.
Council also passed an ordinance on second reading for creating and regulating lend lot parking areas. The ordinance gives existing buildings that do not meet the zoning requirements for parking spaces the ability to use a city parking lot for their customers use.
During council comments, Council member Roger Conley asked the City Attorney Russell Skogstad to prepare something for an upcoming agenda for council to vote on, that could require all subcommittees to hold a public forum at their meetings.
Rapp thanked members of the Tree and Beautification Committee for honoring 9-11 by cleaning up the Gold Star Memorial.
