Authorities arrest Parkersburg man on child neglect charge

PARKERSBURG — A Parkersburg man has been charged with child neglect with injury, the sheriff of Wood County said on Friday.

The detective bureau of the sheriff’s department has been investigating an incident involving the neglect of a 2-year-old child that occurred on Feb. 9, Sheriff Steve Stephens said.

While the mother was at work, the baby was being cared for by Ricky Wayne Joy Jr., 31, of Parkersburg, Stephens said.

On Feb. 10, the mother said she observed the infant to be lethargic and exhibit other unusual symptoms, Stephens said. The baby was treated at WVU Medicine Camden Clark Medical Center and then transferred to Ruby Memorial Hospital in Morgantown for further medical evaluation and treatment, he said.

The medical staff reported the injuries sustained by the child were not consistent with information provided to investigators, he said. They further determined the injuries appeared to be suspicious in nature and non-accidental, Stephens said.

The child remains in the Pediatric Intensive Care Unit at Ruby Memorial, Stephens said. The incident remains under investigation, he said.

However, based on the information known at this time, detectives arrested Joy on a charge of child neglect with injury, Stephens said. Joy was arraigned before Magistrate Joe Kuhl, who set bond at $15,000 cash.

Joy was remanded to the North Central Regional Jail.
