Debra Jean “Debb” Phillips, 69, of Mineral Wells, WV gained her wings and entered her eternal home Friday June 26, 2026 at Marietta Memorial Hospital. She was born in Parkersburg, WV a daughter of Leota “Jean” (Knight) Shaffer of Mineral Wells and the late Carry “Gail” Shaffer.

She was a 1975 graduate of Parkersburg South High School and a member of Mineral Wells Baptist Church. She had a fulfilling career in the financial advising world, where she met her future husband when he came into her work one day. She enjoyed traveling and spending time with her family.

In addition to her mother, she is survived by three sisters Gale Norman (Bob) of Davisville, WV, Sharon Dye (Mark) of Mineral Wells, WV, and Melody Flowers of Mineral Wells; two brothers Douglas Shaffer and Mark Shaffer (Felicia) all of Mineral Wells; and a stepson Heath D. Phillips of Sparks, Nevada. She is also survived by a multitude of nieces and nephews.

In addition to her father, she was preceded in death by her husband D. David Phillips in September of 2024, brother Ralph Shaffer, and twin granddaughters.

Services will be Wednesday 1:00 PM at Leavitt Funeral Home, Parkersburg with Pastor Shane Ward officiating. Burial will be at Mt. Pleasant Cemetery. Visitation will be Tuesday 2-8 PM and Wednesday one hour prior to the service.
