WINTERS, Phillip B. – Saturday 11 a.m., Lambert-Tatman Funeral Home, South Parkersburg, with Pastors Teresa Adams and Dwight Goff officiating. Interment will follow at the K of P Cemetery, Elizabeth. Visitation will be from 5-8 pm Friday and one hour prior to the service on Saturday at the funeral home.
