David Wayne Mullins

David Wayne Mullins, 76, of Ripley, WV, passed away March 7, 2026, at his home surrounded by his family.

He was born February 18, 1950, in Big Sandy, WV, a son of the late Elmer Darrell “Dick” Mullins and Beulah Bea (Moore) Mullins Workman. In addition to his parents, he was preceded in death by his wife Rebecca Joyce (McElfresh) Mullins; brothers, Brian Workman and Steve and Randy Mullins; sister, Debbie Wiley’ grandson, Michael Mullins.

He was the Apprenticeship and Training Director from 1990-2007, President and Assistant Business Manager with the International Union of Operating Engineers Local # 132 with over 50 years of service. He was the former West Virginia Commissioner of Labor appointed by then governor Joe Manchin from 2010-2013 and then again in 2017. Dave always had a heart for the working people of West Virginia. Having lost his father at a young age in a coal mining accident, it gave him a passion for working families and serving them throughout his career. He was a member of Beni Kedem Temple Shrine in Charleston, WV, and a member of the Cottageville Lodge #54 A.F & A.M. Cottageville, WV. Dave was a long-standing member of the Jackson County Democratic Executive Committee.

Survivors include his son, D. Todd (Lisa) Mullins of Hurricane, WV; daughters, Heather (Robby) Ratliff of Cape Coral, FL, Samra J. Mullins of Elkview, WV and Melissa J. Mullins of Ripley, WV; sisters, Connie Horne of Pensacola, FL and Billie McQuaid of Brownstown, MI; grandchildren, David A. (Ekta) Mullins, Megan Castle, Chelsea (Chancee) Hensley, Cliff (Katie) Kay and Colton Kay; seven, great grandchildren; sister in law Jill Mullins of Charleston, WV; many nieces and nephews that loved him.

Visitation will be 5 p.m. until 8 p.m., Saturday, March 14, 2026, at Casto Funeral Home, 157 Evans Road, Evans, WV 25241. Graveside Service with Masonic rites will be 2 p.m., Sunday, March 15, 2026 in Ephesus Cemetery, Grasslick Road, Ripley, WV.
