F. Richard (Dick) Hall, 83, of Vienna, WV and Poinciana, FL, peacefully passed away on November 11th, 2025 following a valiant fight through several ailments.
Dick was born on August 7th, 1942, to Clarence (Bus) and Virginia Hall in Clarksburg, WV. After graduating from Washington Irving High School in 1960, he attended West Virginia University, where he was a member of the Kappa Alpha Fraternity and earned a Bachelor of Science in 1964 and his Juris Doctor in 1969.
Following graduation, Dick and his wife, Linda H. Hall (also of Clarksburg, WV), moved to Parkersburg, WV with their first daughter, Lisa K. Hall and where they welcomed their second daughter, Christina A. Hall, to join the law firm McDougle, Davis, Stealy and Morris, which was a part of the oldest continuous law firm in WV dating back to the mid-1800s and included Peter Van Winkle, WV’s first Senator. The firm’s name changed throughout the years where its final iteration was Davis, Bailey, Pfalzgraf and Hall before transitioning over to Bowles Rice following the passing of 2 of the partners. In 1991, Dick joined Spilman, Thomas & Battle where he retired from in 2005.
During his distinguished career as a trial attorney, Dick presented cases before the WV Supreme Court of Appeals and the US Court of Appeals for the 4th District. He received an AV rating from Martindale-Hubbell, which is the highest peer review rating for attorneys, signifying the AV Preeminent designation which indicates a lawyer has reached the height of professional excellence and is recognized for the highest levels of skill and integrity.
Additional distinctions include – WV Bar Foundation Fellow, May 2004; WVU Graduate Emeritus Club honoree, June 2015; WV Law Review Managing Editor, 1968-1969.
Dick was a force of nature. Always quick with a joke and a kind, compassionate heart. He fiercely loved his family and passed on his zest for life and his social butterfly nature to his girls. He was an avid golfer and played courses all over the US and Europe. He spent many a night laughing and telling jokes with friends at the Parkersburg Country Club where he was a member of the Board of Governors from 1999-2002. He loved to travel with his wife and their friends, tailgate in the Blue Lot, cheer on the ‘Eers and Steelers, and play with his Shih Tzus – Pepper, Zoey and Gizmo. Every December 24th, you could find him as the life of the annual Woodland Park Christmas Eve party surrounded by friends and family. His favorite party eventually moved to Vienna and expanded to include his daughters’ dearest friends whom he adored.
Anyone who knew Dick, knew that he was the most loving father and husband a family could ask for. He is survived by his wife, Linda and daughters Lisa and Chris and her partner David Swann, as well as his sister-in-law, Ann Humphries of Poinciana, FL and his brother-in-law Bob Humphries and nephew Christian Humphries of Ft. Lauderdale, FL.
While no funeral service at this time, a Celebration of Life will be held in 2026. He will be laid to rest at Mt. Olivet Cemetery in Parkersburg, WV. The family requests any notes be sent to their home. The family would also like to express their greatest thanks to Dr. Michael Moses and Housecalls Hospice as well as the Serenity Rooms staff on the 5th floor at Camden Clark for their care and making Dick comfortable in his final days. In lieu of flowers, please consider donating blood at the American Red Cross and telling a good joke or funny story in Dick’s honor.
