Ethel Vivan Shutts Frost Tippie

Ethel Vivan Shutts Frost Tippie, 88, of Belpre, Ohio, died on June 9, 2025, at the Rockland Ridge in Belpre. She was born in Parkersburg, WV, and was the daughter of the late Elmer L. Shutts Sr. and Hazel Ellen Cremeans Shutts. She retired from Public Debt after 40 years of service. She was a member of the Belpre Church of Christ, a member of the Young at Heart and a member of the Red Hat Society.

Survivors include a brother, Elmer Lee (Lynda) Shutts of Belpre, Ohio and several nieces and nephews.

He was preceded in death by her first husband, Ronald Frost, second husband, Harry Tippie, brother, Paul Phillip Shutts, brother, Arnold Rex Shutts, and sister, Rosalee McCombs.

Services will be on Thursday at 11:30 AM with Ron Laughery officiating. Friends may call at the funeral home on Thursday from 11:00 to times of service. At the family’s request, the burial will be private.
