MARIETTA - On Wednesday morning, Washington County Sheriff Mark Warden and Ohio Attorney General Andy Wilson announced the indictment and arrest of Waterford resident Johnny Ray Ball in connection with the 1995 murders of Kimberly Fulton and her son, Daniel.
Ball, 64, is the second man indicted and arrested in connection with the killings.
The bodies of Kimberly Fulton, 28, and Daniel, 17 months, were discovered on March 5, 1995, in their burned mobile home in Palmer Township. Investigators determined that the victims had died before the fire was started, indicating that the fire was intended to conceal the homicides, according to the Ohio Attorney General's office.
Warden said Ball was arrested at approximately 7:30 p.m. Tuesday without incident and is being held at the Washington County Jail. His indictment follows the 2025 conviction of Scott Hickman, a Waterford resident, who was sentenced to 20 years to life in prison for his role in the murders. The case was reopened in 2019 by the Washington County Sheriff's Office.
Ball was charged with a 13-count indictment which included:
* Three counts of aggravated murder
* Two counts of murder
* Four felony counts of perjury
* One felony count of obstructing justice
* One felony count of tampering with evidence
* Two misdemeanor counts of obstructing official ousiness
"Tuesday was a good day for Daniel and Kim Fulton,” said Lt. Brian Schuck, cold case detective for the sheriff’s office. “It was a good day for the entire Fulton family."
Fellow cold case detective Lt. Jeff Seevers said that while Ball has been arrested, the investigation is ongoing and they are still looking into additional leads concerning the case. He encouraged anyone with information to contact the sheriff's office.
The sheriff's office on Wednesday recognized Schuck and Seevers "for their dedication and continued efforts throughout this investigation."
Schuck said Ball's arraignment will be held next week, but did not have an exact date set.
The case is being prosecuted by the Special Prosecutions Section of the Ohio Attorney General's office.
