PARKERSBURG - U.S. Rep. Riley Moore, R-W.Va. 2nd Dist., awarded the City of Parkersburg with $1 million in Community Project Funding Friday for the modernization of the Parkersburg Municipal Services Garage, and Mayor Joyce discussed future plans for the project.
"This is part of my and (local leadership’s) vision to modernize Parkersburg," Moore said.
He states this check is a "down payment in the process,” with the continuation of appropriation of funds for the project. Moore, now seated on the House Committee on Appropriations, says he has more projects lined up for 2027 and is moving appropriation bills along for West Virginia. Moore visited Pennsboro later the same day to award Pennsboro and Ritchie County $1 million in Community Project Funding for the Bonds Creek Water Project to address serious water quality and supply issues.
"If we want to continue attracting business to the area, we need to modernize," he said, and asked local leadership in cities and townships what they need for future projects.
Parkersburg Mayor Tom Joyce, when asked about plans for the garage, said there have been discussions on potentially replacing the building or a partial demolition but it’s still too early to tell. He said that the original building is 55 years old and is in "rough shape" and isn't functional for public works with not enough access for equipment and a lack of space for new equipment.
Joyce said that while the City of Parkersburg has been awarded the Community Project Funding grant it can take 12-24 months to become available. He said the city is also waiting for full funding to begin the project. The project had an estimate of $3.6 million to replace the Municipal Services Garage. Joyce said they asked for $4 million and after receiving the $1 million presented by Moore, they are now working to gather the remaining funds for the project.
"Timing is important," Joyce said.
Regarding specifics about the appearance or location of the facility, Joyce said "it's still too early to tell and they don't even have renderings yet."
"The goal is not to get it done but to get it done proper,” he said.
