Vienna ban on juveniles on motorized bicycles scoots forward

VIENNA — Following discussion and amendment to the original proposed ordinance, Vienna City Council has taken action to place restrictions on juveniles operating motorized bicycles, scooters and similar vehicles on city streets.

During Thursday’s regular meeting, council considered the second reading of an ordinance prohibiting the operation of certain classes of electric bicycles and motorized scooters by juveniles. There will be exceptions, including those under adult supervision, for parades, for government use and for mobility assistance devices.

The discussion on amendments involved changing the original top age from 15 and under to 14 and under, setting a top speed of 19 mph for the devices affected by the ordinance and making changes to the penalty structures of the ordinance to begin with warnings and training for initial offenses before progressing to graduated increases in fines.

The first reading of the ordinance earlier this month was approved on a vote of 5-2, with those voting against the measure being urged to work with the city attorney and police chief to find language they could agree with for possible amendments.

On Thursday evening, the amendments were passed unanimously, as was the second reading of the amended ordinance. The new regulations will go into effect Jan. 1.

Council also approved the second reading of an ordinance authorizing the sale of equipment, vehicles and other items by internet auction.

Council heard from three residents concerned about a possible business or nonprofit opening in a residentially zoned section of Greenmont Circle. Mayor Chad Emrick said the situation is under investigation and requested patience as the processes are followed to address it.

The next regular council meeting will be 6 p.m. Thursday, Nov. 13.
