* Christopher L. Stephens II, 20, of Parkersburg, was cited for expired registration.

* Natalie C. Hess, 36, of Parkersburg, was arrested on a charge of possession of drug paraphernalia.

* Allison A. Smith, 38, of Belpre, was served a summons on a charge of possession of drug paraphernalia.
