16 indicted by Washington County Grand Jury

MARIETTA — Sixteen people were indicted by the Washington County Grand Jury this week, including a Marietta man charged with multiple counts of rape.

Jarred Lee Madison Richards, 23, 27360 State Route 7, Marietta, was indicted on three counts of rape, all first-degree felonies, and three counts of gross sexual imposition, all third-degree felonies.

From January 2017 to March 2019, court documents state Richards engaged in sexual conduct with a minor under the age of 10.

Another Marietta man was indicted on one count of rape.

In addition to a first-degree felony rape charge, James Forrest Mellon, 39, Marietta, was also indicted on one count of second-degree felony sexual battery and fourth-degree felony count of gross sexual imposition.

Court documents state that Mellon, on June 21, engaged in sexual conduct with a minor, who is a family member and also labelled as substantially impaired due to a mental or physical condition.

Also indicted were:

* Devon James Johnson, 34, 186 Mineral Park Lane, Mineral Wells; third-degree felony illegal conveyance of drugs of abuse onto grounds of a specified government facility and fourth-degree felony possession of a fentanyl-related compound from November 2024.

* Zachary Scott Brooks, 28, 1464 Barnett Ridge Road, Belpre; third-degree felony illegal assembly or possession of chemicals for the manufacture of drugs from March 2024.

* Davon Eugene Kidd, 29, Lowell; fourth-degree felony domestic violence and third-degree misdemeanor unlawful restraint from June.

* Herman James Dalton, 29, 27830 State Route 7, Marietta; fifth-degree felony aggravated possession of drugs from June 2024.

* Thurman William Henry Perdue Sr., 51, last known address 710 Front St., Apt. 10, Marietta; fifth-degree felony breaking and entering, first-degree misdemeanor theft and second-degree misdemeanor criminal damaging or endangering, all from October 2003.

* Keith Marquez Leary Sr., 33, 207 Hampton St., Fort Valley, Ga.; one third-degree felony count each of possession of marijuana and trafficking in marijuana, the latter with two specifications for forfeiture of a cell phone from March 2023.

* William Joseph Witten, no age listed, 101 Skyvue Circle, Marietta; two fourth-degree felony counts of operating a vehicle under the influence and one first-degree misdemeanor count of driving under OVI suspension from May.

* Karissa Daveen Hedddelson, 34, last known address 830 Rinard Mills, New Matamoras; one fifth-degree felony count each of possession of drugs and possession of a fentanyl-related compound from June.

* Donald Eugene Metheney Jr., 53, 1117 Smith Hill Road, Marietta; fifth-degree felony obstructing official business from May.

* Keenan Wish Malkik Mills, 30, 1609 Hill St., Apt. 8, Belpre; fourth-degree felony grand theft of a motor vehicle from May.

* Timothy Brandon Neader, 40, Marietta; third- and fifth-degree felony counts of strangulation and two first-degree misdemeanor counts of domestic violence from May.

* Karl Shane Wedekamm, 58, 966 State Route 555, Little Hocking; two second- and one fifth-degree felony counts of illegal use of minor or impaired person in nudity-oriented material or performance and one count each of second-degree felony pandering sexually oriented matter involving a minor or impaired person and fifth-degree felony pandering obscenity from June.

* Brandon Craig McIntire, 28, 215 Valley Mills Road, Parkersburg; second-degree felony burglary, fourth-degree felony menacing by stalking, first-degree misdemeanor aggravated menacing, second-degree misdemeanor criminal damaging or endangering and fourth-degree misdemeanor criminal trespass from April.

* Jamil Adrian Cabral, 43, homeless; one fifth-degree felony count each of aggravated possession of drugs, possession of cocaine and receiving proceeds of an offense subject to forfeiture proceedings, with a specification for forfeiture of property from February 2024.

* The grand jury elected not to return a true bill against an individual regarding an allegation of domestic violence.
