Washington County Grand Jury indicts 28

MARIETTA — The Washington County Grand Jury released indictments of 28 individuals Wednesday, primarily dealing with various drug-related charges.
Those indicted include:
* Kaylee Marie Gibbs, 23, 228 Pike St., Apt. C, Marietta, was indicted on a second-degree felony count of trafficking in a fentanyl-related compound, with a specification for forfeiture of a cell phone in a drug case, and a third-degree felony count of possession of a fentanyl-related compound. Co-defendant Matthew Wayne Rosier, 36, of the same address, was indicted on third-degree felony aggravated trafficking in drugs, with a specification for forfeiture of money in a drug case, and fifth-degree felony aggravated possession of drugs. A third co-defendant from the same address, Gideon Guy Powell, 35, was indicted on a charge of permitting drug abuse, a fifth-degree felony. The alleged incidents all occurred in September.
* In a separate case, Rosier, with a listed address of 710 Front St., Aprt. 10, Marietta, was indicted on a fourth-degree felony count of aggravated trafficking in drugs, with specifications for forfeiture of a cell phone and money, and a fifth-degree felony count of aggravated possession of drugs. Co-defendants Ronda Kaye Peoples, 59, and Gary Michael Grubb, 61, both of 404 Montgomery St., Apt. E, Marietta, were each indicted on one count of permitting drug abuse, a fifth-degree felony. Another co-defendant, Alexis Marie Slack, 22, Belpre, was indicted on a charge of aggravated possession of drugs. The alleged activity occurred in June 2024.
* Peoples, Grubb and Slack were co-defendants in another case with four other individuals. Peoples and Grubb were once again charged with a single count each of fifth-degree felony permitting drug abuse, while Slack, listed this time at the same Montgomery Street apartment as them, was indicted on two fifth-degree felony counts of possession of a fentanyl-related compound. Co-defendant Danielle Brilyn Delaney, 36, 806 Front St., Marietta, was indicted on one fifth-degree felony count each of possession of a fentanyl-related compound, trafficking in a fentanyl-related compound and aggravated possession of drugs. Co-defendant Courtney Nicole Destifanes, 39, Belpre, faces one fifth-degree felony count of possession of a fentanyl-related compound. Co-defendants Edwin William Price II, 282 Ridgewood Drive, Apt. E, Marietta; and Christopher S. Holder, 40, 415 Franklin St., Marietta, were each indicted on one fifth-degree felony count of aggravated possession of drugs. All the alleged activity occurred in March 2024, except one of Slack’s charges from October 2023.
* Destifanes, with a listed address of 111 N. Hart St., Marietta; was indicted on her own on one fifth-degree felony count each of aggravated possession of drugs and possession of a fentanyl-related compound; from June 2023.
* Co-defendants Timothy Duane Copley, 60, 2581 Pine Marsh Drive, Grove City, and Jamison Leigh Hughes, 38, 13599 Stout Road, Logan; one first-degree felony count each of aggravated trafficking in drugs and aggravated possession of drugs, both with money forfeiture specifications, from February.
* Daniel Allen Rohr, 31, 1459 Poplar Ave., Belpre; breaking and entering, fifth-degree felony; theft, fifth-degree felony; and two counts of receiving stolen property, fifth-degree felony; from May 2021.
* Aidan Matthew Martin, 26, Beverly; strangulation, fourth-degree felony; domestic violence, first-degree misdemeanor; from January.
* Richard Milton Starkey, 66, in custody at the Washington County Jail, Marietta; failure to provide notice of change of address, first-degree felony; from November.
* David Lee Slagle Jr., 43, last known address 536 Millgate Road, Unit B, Marietta; breaking and entering, fifth-degree felony; theft from a person in a protected class, fifth-degree felony; from February.
* David Wesley Lowery, 38, 197 A Faye Ave., Marietta; menacing by stalking, fourth-degree felony; trespass in a habitation, when a person is present or likely to be present, fourth-degree felony; from January.
* Jack William Longfellow, 50, 667 Goose Run Road, Marietta; obstructing justice, fifth-degree felony; from February.
* Darnell D. Evans, 22, 4642 Midway Ave., Dayton; failure to appear as required by recognizance, fourth-degree felony; from August 2023.
* Harmoni Treonte Harris, 24, last known address 794 Noah Ave., Akron; failure to appear as required by recognizance, fourth-degree felony; from February.
* Jarrell E. Smith, 30, 2025 Brisbane Woods Way, Cary, N.C.; one third-degree felony count each of trafficking in marijuana and possession of marijuana, each with money, cell phone and two gun forfeiture specifications; from February 2024.
* John Alan Kelley, 42, 1909 Avery St., Parkersburg; one first-degree felony count each of trafficking in a fentanyl-related compound and possession of a fentanyl-related compound, each with a cell phone forfeiture specification; from March 2024.
* Joel Patrick Bartimus, 31, 5055 Westland Road, Stockport; aggravated possession of drugs, fifth-degree felony; from February 2023.
* Casey Gabriel Hornbeck, 34, 44 Meadowview Circle, Parkersburg; aggravated possession of drugs, fifth-degree felony; from March 2024.
* Herman James Dalton, 39, 1610 Hill St., Apt. D, Belpre; possession of drugs, fifth-degree felony; from May 2024.
* Rebecca Renee Neal, 38, 601 Barclay St., Lot 8, Belpre; aggravated possession of drugs, fifth-degree felony; from May 2023.
* Jason Michael Bernard, 51, 545 Wildman Road, Coolville; aggravated trafficking in drugs with a cell phone forfeiture specification, second-degree felony; aggravated possession of drugs with cell phone forfeiture specification, second-degree felony; possession of a fentanyl-related compound, fourth-degree felony; illegal conveyance of drugs of abuse onto grounds of a specified government facility, third-degree felony; from February 2024.
* Sabrina D. Thomas, 64, 1833 Newbury Road, Little Hocking; failure to comply with order or signal of police officer, fourth-degree felony; resisting arrest, second-degree misdemeanor; refusal with prior, first-degree misdemeanor; from February.
