Special Wood County Grand Jury issues 20 indictments

PARKERSBURG — A man accused of attempted murder was one of 20 people indicted by a special session of the Wood County Grand Jury.
Keith Allen Stepchuck, 38, in custody at St. Marys Correctional Center, was arraigned on one count each of attempted murder, malicious assault, delivery of a controlled substance and possession of a controlled substance with intent to deliver, all from December.
Stepchuck was arraigned Dec. 17 on the attempted murder charge after an incident in which he allegedly got into an argument with another man a few days earlier while they were in a vehicle together in the 100 block of Ann Street in Parkersburg. He reportedly struck the other man multiple times in the head and face area before exiting the vehicle, where security camera footage showed an object in his hand. The victim reported bleeding and drove himself to WVU Medicine Camden Clark Medical Center, where he was taken for emergency surgery with a 6-inch laceration on his neck, according to court records.
Additional information on the other charges against Stepchuck was not immediately available.
Also indicted were:
* Toby Lee Blair, 53, in custody at the North Central Regional Jail; burglary, strangulation, third-offense domestic battery, violation of a protective order, third-offense domestic assault and unlawful restraint from November 2024.
* Maurice Burton, 40, North Central Regional Jail; four counts of second-offense possession of a controlled substance with intent to deliver and one count of second-offense conspiracy to commit possession of a controlled substance with intent to deliver from December 2024. Co-defendant Haylee Leannda Allen, 20, Charleston; four counts of possession of a controlled substance with intent to deliver and one count of conspiracy to commit possession of a controlled substance with intent to deliver, also from December 2024.
* Claudia Ann Collins, 44, North Central Regional Jail; making terroristic threats from October 2024.
* Michael Anthony Cryster, 39, North Central Regional Jail; second-offense possession of a controlled substance with intent to deliver, persons prohibited from possessing a firearm and second-offense maintaining a dwelling for the using, keeping or selling of controlled substances from July 2024.
* Patrick Alan Duggan, 48, North Central Regional Jail; cruelty to animals from May 2024.
* Bryce Michael Edwards, 47, North Central Regional Jail; attempted malicious assault, battery of a law enforcement officer and battery from December 2024.
* Patrick Vaughn Frazier, 69, North Central Regional Jail; four counts of first-degree sexual assault, eight counts of first-degree sexual abuse and 12 counts of sexual abuse by a parent, guardian or person of trust from August 2022 through October 2024.
* Co-defendants Darrell Antonio Hughes, 18, and Scotty J. Byers, 41, both in custody at the North Central Regional Jail, were indicted on one count each of possession of a controlled substance with intent to deliver and conspiracy to commit possession of a controlled substance with intent to deliver from November. Byers was also indicted on three counts of second-offense failure to register, from October through December 2024, and one count each of maintaining a dwelling for the using, keeping or selling of controlled substances and child neglect creating a substantial risk of death or serious bodily injury, both from November 2024. April Trippett, 31, also in custody at the regional jail, was listed as a co-defendant and indicted on one count of child neglect creating a substantial risk of death or serious bodily injury from November 2024.
* John W. Kellaway, 33, North Central Regional Jail; two counts of first-degree sexual abuse and two counts of sexual abuse by a parent, guardian or custodian from December 2022 through March 2023; four counts of strangulation and three counts of second-degree sexual assault from October.
* Co-defendants Kyle Mise, 36, Parkersburg Correctional Center, and Tela Mise, 36, 1139 Marston Court, Barberton, Ohio, were each indicted on one count of maintaining a dwelling for the using, keeping or selling of controlled substances. Kyle Mise was also indicted on three counts each of second-offense possession of a controlled substance with intent to deliver and second-offense conspiracy to commit possession of a controlled substance with intent to deliver. Co-defendant Brandy Wright, 24, North Central Regional Jail, was indicted on four counts of second-offense possession of a controlled substance with intent to deliver and three counts of second-offense conspiracy to commit possession of a controlled substance with intent to deliver. All the incidents allegedly occurred in September 2024.
* Richard Robert Sanders, 39, North Central Regional Jail; two counts of possession of a controlled substance with intent to deliver and one count of fleeing from a police officer from September 2024.
* Desmond Latrell Self, 34, North Central Regional Jail; three counts of possession of a controlled substance with intent to deliver from December 2024.
* Kennan Spencer Slampak, 35, North Central Regional Jail; two counts each of forgery and uttering and one count each of burglary, petit larceny, possession of a stolen vehicle and grand larceny, all from January.
* Bendi Hope Tucker, 48, 1511 Rayon Drive, Parkersburg; malicious assault, domestic battery and two counts of wanton endangerment involving a firearm from July 2024.
