VIENNA -- Vienna City Council heard a presentation on a progress report for a federal grant, approved a construction bid for the 28th Street Pollinator Garden, increased volunteer firefighter pay, and updated the public on the Jackson Pool project Thursday evening.
At the start of the meeting, Mayor Randy Rapp read a proclamation acknowledging Sept. 17, 2023, as the 236th anniversary of drafting the U.S. Constitution. This date is recognized as a part of Constitution Week each Sept 17-23.
Grant writer Toni Tiano presented the Consolidated Annual Performance and Evaluation Report (CAPER) for the city's Community Development Block Grant Program spanning from July 1, 2022, to June 30, 2023.
"During this time period, we had a goal to rehab 10 units, and I'm pleased to say that we did 13," she said. "There were 13 homes that either received a new roof, a new HVAC system, gutters and downspouts or windows."
Tiano reported the program spent $123,198 towards the home repairs. She said the CDBG helped the homeowners.
"In all likelihood, without this program, those houses would not have been rehabbed," she said.
Another item on the agenda included approving a construction bid to build a new sitting area in the 28th Street Pollinator Gardens. Scots Landscpaing submitted a bid totaling $21,447. It was awarded unanimously.
The council voted unanimously to increase Vienna Volunteer Fire Department's annual pay from $1,800 to $3,000.
Rapp also provided an update on construction of the Jackson Park pool construction project.
"If you've driven up the Jackson Park drive, all of the deck is gone, the pump house is gone, the concession area is gone, everything is gone," he said. "They are down to the part of the pool house that will be remediated."
He added, "They are working now to look through every piece of piping that is underground, to make sure that if repairs or replacements are needed, they are being done now before we replace the deck. Things are moving right on schedule."
City Recorder Melissa Elam said the main pool drain was cleaned, inspected with a camera to detect issues, and performed a pressure test to to check for leaks.
"It's really good news that the main drain is good and in great shape," she said.
