Man charged with having images of child sexual abuse

PARKERSBURG -- A Wood County man was arrested and arraigned on charges of distributing material of minors engaged in sexual activity.
David Wayne Joy, 44, Rockport, was arraigned Tuesday in Wood County Magistrate Court on 14 counts of distributing/exhibiting material with minors engaged in sexually explicit conduct. He was arraigned before Magistrate Brenda Marshall.
Joy pleaded not guilty to all counts.
Further records on the case were not available to be viewed at the court.
Joy was arrested by Det. Daniel Miller of the Parkersburg Police Department. Police were able to find Joy in possession of the images through peer-to-peer file sharing programs online, Miller said.
The charges Joy has indicates he had 14 images, Miller said adding the images showed minors in bondage situations which constitute the crime of violence against a child which puts them in the most serious category for this crime.
If convicted, an individual could face 5-15 years in prison and a $25,000 fine for each count.
Miller said they are still going through the evidence and more charges could be filed at a later time.
Police said Joy is the co-founder and director of Joy Kidz Ministries.
Nothing in their investigation indicates there were any local victims, Miller said. The images were material that can be obtained online if someone knows how to access it.
Joy is being held on $140,000 bond at the North Central Regional Jail. If he makes bond, he is ordered to have no contact with any juvenile, and have no internet access.
