VIENNA - The Vienna Utility Board discussed an update for the five-year plan, updates on street projects, an update on the lead service line survey and bids on the water tank computer system.
The board's five-year plan is up for review and will be attached to the board's10-year plan.
"If you're wanting to add to the five-year plan, do it now," Mayor Randy Rapp, chairman of the utility board, said. "I'll be thrilled to death to finish the 10-year plan."
Rapp asked Public Works Manager Craig Metz to discuss the 45th Place waterline update.
"The new water line has been placed and the old line has been abandoned, and now the company calls for a complete road replacement including the curb at $81,000," Metz said. "We denied that request, and are going to have them replace the roadway but not the curb. If we did the curb, it would only be $20,000."
Rapp also asked Metz if the curb needs to be replaced while replacing the road.
"If they don't damage the curbing, it should be fine," said Metz.
Rapp then asked if the curb was damaged, would the company be responsible for the curb replacement, to which Metz replied, "no, we will replace the curb."
Metz and Mike Davis from Burgess and Niple provided updates to the 12th Street Lift Station Improvement Project. Metz said the company on the project has to issue new bonds because theirs expired in August.
Rapp was concerned the project had been taking so long. Metz and Davis reassured Rapp the company said the project should be completed in the next couple of weeks.
Davis also said the city has an opportunity to apply for the Clean Water SRF Grant for financing for the 28th Street storm drainage improvements. The grant could provide $500,000 or match the project cost.
Applications are due on the first of next year and the earliest they could be considered for the grant is July 1, Davis said. Rapp recommended they look at the application closer and decide soon about applying for the grant.
Metz said the Lead Service Line Survey is due Oct. 16, 2024, and mapping has been started. Another questionnaire will be sent to those who have not answered the previous one.

For the last item on the agenda, Metz and Davis discussed outlines for bidding on the Scada System, or the water tank computer system. Ten sewer stations are planned with cellular-signal based data transmission and four water stations with radio-signal based data transmission.
Rapp said they are ready to start looking for bids on estimates on the project.
In new business, the board discussed the pay-off of a water refurbishment bond back in May, and they now have $113,049 in their water funds.
Metz's report discussed a water line extension to Lawnsdale Drive and replacement of electrical service on Tuesday in Greenmont Hills.
"Residents will experience low water pressure, but they will still have water. This should last from 8 a.m. to 3:30 p.m. approximately," said Metz. "It will involve the power company and this will be a $4,000 project."
The next Vienna Utility Board Meeting will be at 1 p.m. Friday, Sept. 15, at the board office.
