Driver in fatal crash among Washington County indictments

MARIETTA -- A Newport man accused of causing a fatal accident while driving under the influence was one of 14 people indicted by the Washington County Grand Jury during its July term.
Richard W. Evans, 60, was indicted on two counts of aggravated vehicular homicide, one count a first-degree felony and one count a second-degree felony; one count of operating a vehicle under the influence of alcohol, a drug of abuse or a combination of them, first-degree misdemeanor; one count of driving under the influence of a listed controlled substance, first-degree misdemeanor; and driving under financial responsibility law suspension or cancellation, an unclassified misdemeanor.
The indictment stems from the death of a New Martinsville man in a December 2022 traffic accident, where Evans' car veered left of center on Ohio 7 and struck the other man's vehicle. The New Martinsville resident, Henry Lee Scott II, 70, was pronounced dead at the scene.
Ohio State Highway Patrol reports at the time noted that alcohol and drugs were suspected to be a factor in the crash.
The grand jury indicted 14 people Wednesday. The others were:
* Richard Lloyd Eldon Anderson Jr., 44, 248 Greenbrier Road, Lucasville, Ohio, two indictments, the first one for breaking and entering, fifth-degree felony, and theft, fifth-degree felony; the second for breaking and entering, fifth-degree felony, and misdemeanor theft, first-degree misdemeanor.
* Joshua Shawn Williams, 38, 1020 Swann St., Apt. 2, Parkersburg, failure to comply with an order or signal of a police officer, third-degree felony.
* Haven Elisha Allen, 21, 33584 Bethel Ridge Road, New Matamoras, sexual imposition, third-degree misdemeanor; and gross sexual imposition, third-degree felony.
* Chad William Richard Warner, 38, Marietta, three counts of domestic violence, fourth-degree felony; assault, first-degree misdemeanor; and aggravated burglary, first-degree felony.
* Jeremy Allen Cremeans, 37, 151 E. Hubert Ave., Lancaster, and Jason Thomas Hauck, 35, 2 Mayflower Drive, Amelia, Ohio, were both indicted of a fourth-degree felony count of grand theft of a motor vehicle.
* James A, Miller, 36, 19 Rooks Lane, Franklin, Ohio, aggravated possession of drugs, fifth-degree felony.
* Steven Hanes Belisky, 46, 104 King Ave., Marietta, aggravated possession of drugs, fifth-degree felony.
* Gage O'Ryan Howell, 26, 229 S. Seventh St., Marietta, breaking and entering, fifth-degree felony; and theft, fifth-degree felony.
* Travis James Eue, 40, 207 Florence St. (last known address), Belpre, failure to appear as required by recognizance, fourth-degree felony.
* Sylvia Lorraine Casto, 54, 2800 Beach Drive, Lot 13, Belpre, trafficking in a fentanyl-related compound, fifth-degree felony; possession of a fentanyl-related compound, fifth-degree felony; aggravated trafficking in drugs, fourth-degree felony; and aggravated possession of drugs, fifth-degree felony.
* Robert Tristan Schoolcraft, 26, 1415 Putnam Howe Drive, Belpre, aggravated trafficking in drugs, second-degree felony; aggravated possession of drugs, second-degree felony; aggravated trafficking in drugs, fourth-degree felony; and aggravated possession of drugs, fifth-degree felony.
* Donald Joseph Wilson, 36, Belpre, domestic violence, third-degree felony; complicity in the commission of an offense, fifth-degree felony; and violating a protection order, third-degree felony.
