Belpre BOE approves contracts for new school year

BELPRE -- The Belpre City Schools Board of Education took action Thursday to close out the current fiscal year ending today and prepare for the new one beginning Saturday for the upcoming 2023-2024 school year.

The board voted to accept its Fiscal Year End financial matters, closing out the FY 2022-23 resources and appropriations and preparing the FY2023-2024 estimated resources and appropriations.

District Treasurer Lance Erlwein reported the district's general fund and cafeteria fund both ended in the black, the second being a rarity. He added that the athletics fund also ended with a positive balance.

In preparation, the board approved a variety of contracts and agreements for the 2023-2024 school year, including:

* Participation in the Artsbridge Arts Education Programs for Belpre Elementary School: Catalog of Arts and Performers and Tour Series

* A memorandum of understanding Washington State Community College for College Credit Plus courses

* An agreement with New Story Schools for student special needs services

* Renewal of property and liability insurance with Hylant/Ohio School Plan

* Maintenance agreement contracts with Advanced Communications Company for the elementary and high school phone systems

* A Five-Year Forecasting Program Agreement between Belpre City Schools and K-12 Business Consulting Inc. with the option for a one-year extension

* A Business Associate Agreement and contract for special education and Medicaid related services between BCS and the Washington County Board of Developmental Disabilities

* The purchase of 60 staff laptops with three-year extended service agreement with IT Savvy

* The purchase of two new school buses ($90,000 grant funded) from Truck Sales & Service Inc. per META bus purchasing consortium competitive bid process.

The board approved lunch and breakfast prices for the 2023-2024 school year of $3.25 for high school student lunches and $3 for elementary school lunches. There is a 10 cent increase in the high school price.

The board also approved a variety of personnel matters in preparation for the new school year. Among those, the board hired Shane Freshour as the new Belpre Elementary School principal, Haley Bonar as Belpre High School assistant principal and Jason Varner as the district's Athletic Director. The board also approved a new five-year contract with Erlwein as the district's treasurer and chief financial officer.

The board voted to accept the following donations: $800 from Sorority of the Sisters of Notre Dame to Belpre High School "Clawset"; $117.50 from Campus Box Media to Athletics; and $250 from Steve and Tabitha Sanders to Cross Country.
