PARKERSBURG — Scot Heckert may have been elected in one of the realigned single-delegate districts in the West Virginia House, but he said he doesn’t plan to represent only a portion of Wood County.
“I’m going to do this for all of Wood County, not just District 13,” the Republican delegate-elect said at the Wood County Courthouse shortly after the final, unofficial results were posted Tuesday evening. “And my door will always be open, and my phone will always be on.”
He’s one of three new faces that will be representing the area in the House of Delegates starting in 2023.
Heckert, a local businessman making his first run for office, defeated Democrat Andrea “Red” Greer 3,291-1,280 in the district which covers south Parkersburg. He said the campaign was a learning experience because of the time and effort it takes to run for office and he thanked his family for going through the process with him.
“I wish my dad was here, to be honest with you,” said Heckert, whose father, R.C. “Heck” Heckert passed away in August. “But it’s a good feeling.”

Joining Heckert in the House will be Republican Bob Fehrenbacher, the retired manager of Chemours’ Washington Works plant. He will represent Vienna and surrounding areas in the new 11th District after defeating Democrat Harry Deitzler 3,269-2,268.
“I am thrilled that the people in District 11 had faith and voted … to send me to Charleston (to) try to make things better for the Mid-Ohio Valley and the Mountain State,” Fehrenbacher said. “I appreciate Mr. Deitzler running a clean, positive campaign.”
The third newcomer is Dave Foggin, a high school teacher who reported no campaign expenditures and defeated Democrat Jim Marion 4,212-1,308 in the 14th District, which encompasses southern Wood and eastern Wirt County.
“I guess I kind of just let the product speak for itself,” he said. “I think they (voters) just know who I am. They know my values and beliefs.
“It was nice to prove that you didn’t have to spend money to represent people,” Foggin said.
