Wood County grand jury issues indictments

PARKERSBURG — Suspects who allegedly endangered children and a man who fired a gun multiple times inside a bar were among 82 people indicted this week by the Wood County Grand Jury.

Kyle M. Stafford, 33, 588 Burnt House Road, Parkersburg, was indicted on two counts of child neglect creating a substantial risk of death or serious bodily injury and one count of driving a vehicle in an impaired state with unemancipated minors.

In December, Stafford was allegedly driving drunk at more than 100 mph with two children in the front seat when he struck a guardrail near Hoagland Run Road on Emerson Avenue north of Parkersburg, according to court documents. A breathalyzer test revealed a blood-alcohol level of 0.142.

Stafford’s girlfriend, the mother of one of the children, told police she was not aware he had taken the vehicle or the kids after reportedly drinking about a bottle of bourbon, court documents said.

Bland J. Richards, 29, Sandyville, was indicted on charges of child neglect creating risk of injury, domestic battery and unlawful waking of a vehicle.

In August, police responded to a reported child abduction on Williamstown Highway and found a vehicle, which had been reported stolen, stopped but still running with a child in a car seat in the back, according to a criminal complaint. The child’s mother said she and Richards had gotten into an argument and Richards had dragged her out of the vehicle before taking it with the child still inside.

Joseph Michael Wolfe, 26, 2902 Grand Ave., Parkersburg, was indicted on seven counts of wanton endangerment involving a firearm.

Wolfe turned himself in to Parkersburg Police on Aug. 31 after allegedly getting into a fight at Uncle Mike’s Bar on Seventh Street, drew a gun and pointed it at multiple people before leaving the bar, according to a criminal complaint. He walked back inside and fired multiple shots, which did not strike anyone.

* Louis Fredrick Allen, 51, 1005 Lynn St., Parkersburg, was indicted on charges of burglary, breaking and entering, destruction of property and grand larceny from December.

* Jennifer Lynn Arden, 33, 45950 Ohio 681, Coolville, and James Albert Rose, 38, 47501 Ohio 681, Coolville were co-defendants on a series of charges from October. Each was indicted on charges of grand larceny, destruction of property and two counts of conspiracy to commit a felony.

* Herbert Bess, 50, 1000 Kemper St., Apt. 5, Parkersburg, was indicted on charges of burglary and automobile breaking and entering from August.

* Jerome Lee Blackwell, 43, in custody at the North Central Regional Jail in Doddridge County, was indicted on three counts of wanton endangerment involving a firearm and person prohibited from possessing a firearm from February and possession of a controlled substance with intent to deliver from January.

* Carl Lee Boyles, 36, 2023 1/2 16th St., Parkersburg, was indicted on charges of soliciting a minor via computer and traveling to engage in prohibited sexual activity and use of obscene matter with intent to seduce a minor from February.

* Scott J. Brannan, 55, 706 Seventh St., Parkersburg, was indicted on charges of receiving or transferring a stolen vehicle and grand larceny from July and intimidation of a witness from August.

* Joseph Bryon Cain, 35, 5006 N. Marie St., Parkersburg, was arraigned on charges of burglary, violation of a protective order and destruction of property from December.

* Albert A. Campbell, 41, 510 Elm St., Grantsville, and Colby D. Ruddlesden, 19, North Central Regional Jail, were co-defendants on drug charges. Campbell was indicted on charges of possession of a controlled substance from August, five counts of possession of a controlled substance with intent to deliver from August through March, maintaining a dwelling for keeping or selling of controlled substances from March and conspiracy to commit possession of a controlled substance with intent to deliver from March. Ruddlesden was indicted on three counts of possession of a controlled substance with intent to deliver, two counts of transportation of a controlled substance and a charge of conspiracy to commit possession of a controlled substance with intent to deliver.

* Gerald R. Cline, 32, 557 Sixth St., Parkersburg, was indicted on four counts of delivery of a controlled substance from September.

* Elijah Gage Compton, 25, 470 Bear Willow Run, Harrisville, was indicted on a charge of soliciting a minor via computer and traveling to engage in prohibited sexual activity from February.

* Isreal Lee Crumpton, 28, 4242 Maryland St., Detroit, was indicted on a charge of fleeing from an officer in a vehicle with reckless indifference from February.

* James Raheim Davis, 19, 2127 11th St., Akron, was indicted on charges of conspiracy to commit delivery of a controlled substance and fleeing from a police officer from December.

* Michael Deem, 69, Parkersburg, was indicted on six counts of sexual abuse in the first degree from November 2008 through June 2021, eight counts of sexual abuse by a parent, guardian, custodian or person in position of trust from November 2008 through June 2021, two counts of sexual abuse in the first degree from November 2008 through April 2020 and two counts of incest from November 2008 through April 2020.

* Tristan Joseph Dent, 31, 1042 Wyley Ave., Akron, was indicted on four counts of possession of a controlled substance with intent to deliver, two counts of use or presentation of a firearm during commission of a felony, four counts of transportation of a controlled substance into the state and one count of maintaining a vehicle for keeping or selling of controlled substances from January 2022.

* Phillip L. Duley, 47, 1337 Covert St., Parkersburg, was indicted on a charge of possession of a controlled substance with intent to deliver from August 2020.

* Brent S. Edwards, 32, 165 Cornerstone Drive, Marietta, and Nathaniel L. Roberts, 27, 1301 12th St., Vienna, were co-defendants on several charges from October. Edwards was indicted on charges of forgery, uttering, conspiracy to commit a felony, false pretenses and conspiracy to commit a misdemeanor. Roberts was indicted on charges of uttering, conspiracy to commit a felony, false pretenses and conspiracy to commit a misdemeanor.

* David Lee Evans, 40, NCRJ, was indicted on seven counts of second-offense possession of a controlled substance with intent to deliver, three counts of persons prohibited from possessing a firearm, two counts of maintaining a vehicle for the keeping of controlled substances and conspiracy to commit maintaining a vehicle for keeping and one count of second-offense conspiracy to commit possession of a controlled substance with intent to deliver. Co-defendant Jennifer Lynn Rager, also in custody at the jail, was indicted on seven counts of possession of a controlled substance with intent to deliver, two counts of maintaining a vehicle for keeping controlled substances and conspiracy to commit maintaining a vehicle for keeping controlled substances and one count of conspiracy to commit possession of a controlled substance with intent to deliver. The incidents allegedly occurred in January.

* Brittany Jo Ferrell, 36, 943 Swann St., Parkersburg, was indicted on two counts of third-offense shoplifting from February.

* John Charles Flinn, 54, 3409 Emerson Court, Parkersburg, was indicted on a fraudulent schemes charge from March 2020.

* Robert Eugene Flinn, 35, NCRJ, was indicted on four counts of delivery of a controlled substance from October through December, one count of person prohibited from possessing a firearm from December, and grand larceny and receiving or transferring a stolen vehicle from December 2020.

* Co-defendants Chad Everett Flores, 51, and Brianna Dawn Will, 25, both in custody at NCRJ, were indicted on one count each of possession of a controlled substance with intent to deliver and conspiracy to commit maintaining a dwelling for keeping controlled substances from March.

* Matthew S. Gabbert, 55, 944 Latrobe St., Parkersburg, was indicted on two counts of first-degree sexual abuse from January 1991 to January 1997.

* Joshua Amos Gibson, 39, was indicted on four counts of second-offense possession of a controlled substance with intent to deliver and one count each of grand larceny and receiving or transferring a stolen vehicle from February.

* Eric Mark Goff, 70, NCRJ, was indicted on a charge of solicitation to commit malicious assault from October.

* Sandra Ruthann Green, 37, 935 Swanson St. Apt. 2, Parkersburg, was indicted on seven counts each of fraudulent use of an access device and conspiracy to commit a felony and one count of forgery from October.

* Michelle Henry, 27, 1102C Broadway Ave., Parkersburg, was indicted on charges of possession of a controlled substance with intent to deliver and possession of a controlled substance from September.

* Jamie Todd Holbert, 50, 4807 First Ave., Parkersburg, was indicted on a charge of soliciting a minor via computer and traveling to engage in prohibited sexual activity from February and a charge of use of obscene matter with intent to seduce a minor from February 2021.

* Roland L. Hunt, 44, 1767 Hurricane Road, Elkview, was indicted on two counts of possession of a controlled substance with intent to deliver and one count each of shoplifting and fleeing from a police officer from October.

* William Lee Hutson, 50, 1002 Lakeview Drive, Parkersburg, was indicted on a charge of child neglect creating risk of injury from October.

* Clifford Edward Jones, 47, 322 Egypt Run Road, Mineral Wells, was indicted on two counts each of possession of a controlled substance with intent to deliver, delivery of a controlled substance and conspiracy to commit possession of a controlled substance with intent to deliver and one count of maintaining a vehicle for keeping or selling of controlled substances, all from February. Co-defendant Erin Nichole Duvall, 23, 1656 Spider Ridge Road, Parkersburg, was indicted on two counts each of possession of a controlled substance with intent to deliver and conspiracy to commit possession of a controlled substance with intent to deliver.

* Jamie Lee Jordan, 36, 28 Rose St., Lot 66 North, New Martinsville, was indicted on two counts of failure to register from July 2020 and 2021 and one count of failure to provide notice of registration from June 2020 to January 2022.

* Travon Brandon D. Kai-McBride, 20, NCRJ, was indicted on two counts of possession of a controlled substance with intent to deliver from December.

* James Douglas Key, 44, in custody at the Central Regional Jail in Flatwoods, was indicted on a charge of failure to provide notice of registration changes, second or subsequent offense, from December to January.

* Co-defendants Amanda Faith Kilkenny, 39, 2503 Beverly St. Apt. 12A, Parkersburg, and Raymond Joseph Davila, 25, 121 Putnam St., Marietta, were indicted on three counts each of conspiracy to commit a felony, two counts each of forgery and one count each of attempt to acquire or obtain possession of a controlled substance by misrepresentation, fraud, forgery, theft, deception or subterfuge, all from October. Kilkenny was also indicted on two counts of uttering from October.

* Co-defendants Nathan Randall Kirby, 45, 134 Birnham Wood Drive, Parkersburg, and Geneva Diane Carpenter, 44, 703 Camden Ave., Parkersburg, were indicted on one count each of attempted receiving or transferring stolen goods and conspiracy to commit a felony from April 2021. Kirby was also indicted on four counts of fraudulent use of an access device and one count of receiving or transferring stolen goods from April 2021, while Carpenter was indicted on charges of forgery, uttering and false pretenses from October.

* Deonte Lindsey, 36, 2665 Crane St., Ann Arbor, Michigan, was indicted on charges of delivery of a controlled substance and delivery of an imitation controlled substance from December.

* Huey Douglas Long, 53, 931 32nd St., Parkersburg, was indicted on three counts of failure to provide notice of registration changes from May 2019 to January 2022 and one count of failure to register from January.

* John Michael Lufft, 34, NCRJ, was indicted on three counts of assault and one count each of robbery in the first degree and robbery in the second degree from February.

* Richard Ershal Marks, 47, 2619 Neal St., Parkersburg, was indicted on a charge of malicious assault from June.

* Shad Allan Martin, 44, 1717 Lawrence St., Parkersburg, was indicted on two counts of delivery of a controlled substance from July, one count of possession of a controlled substance with intent to deliver from October and one count of maintaining a dwelling for keeping controlled substances from July through October.

* Montgomery L. McCants Goodson, 34, 179 Federal St., Warren, was indicted on two counts of possession of a controlled substance with intent to deliver from January and two counts of delivery of a controlled substance from February.

* Arlie Eugene McCloy III, 38, NCRJ, was indicted on a charge of fleeing from an officer in a vehicle with reckless indifference.

* Gurmel Lyman McDonald, 34, NCRJ, was indicted on two counts of person prohibited from possessing a firearm and one count each of burglary, conspiracy to commit a felony, wanton endangerment involving a firearm and use or presentation of a firearm during the commission of a felony from March, as well as a failure to register charge from December.

* Cody Clifford Miller, 58, 1302 13th Ave., Vienna, was indicted on a charge of possession of a controlled substance with intent to deliver from October.

* Tonda Kay Montgomery, 28, 1004 16th St., Apt. 1, Parkersburg, was indicted on a charge of concealment or removal of a minor child from custodian or person entitled to visitation from April 2021.

* Izaak N. Morris, 25, was indicted on seven counts of fraudulent use of an access device from August and September and one count of grand larceny from August.

* Mason R. Moyer, 25, 3050 Fairview Ave., Parkersburg, was indicted on charges of burglary and petit larceny from September.

* Christopher E. Mullins, no age or address listed, was indicted on charges of third-degree arson and destruction of property from February.

* Alexander Levi Perdue, 33, 4 Randolph Drive, Parkersburg, was indicted on charges of delivery of a controlled substance, conspiracy to commit delivery of a controlled substance and conspiracy to commit possession of a controlled substance with intent to deliver from October.

* Megan Nichole Pierce, 23, 1785 Moody Ridge Road, Vincent, was indicted on five counts of fraudulent use of an access device and one count of conspiracy to commit a felony. Co-defendant Ronnie Ray Hodge, no age or address listed, was indicted on charges of fraudulent use of an access device and conspiracy to commit a felony. The alleged incidents happened in February.

* Marshall Lynn Polan, 34, NCRJ, was indicted on four counts of second-offense delivery of a controlled substance, two counts of second-offense possession of a controlled substance with intent to deliver and one count of maintaining a dwelling for keeping controlled substances from February.

* Zachary C. Powell, 27, 134 Marie St., Parkersburg, was indicted on two counts of possession of a controlled substance with intent to deliver and one count of maintaining a vehicle or keeping or selling controlled substances from September.

* Alicia Renae Reese, 26, 909 Tygart St., Parkersburg, was indicted on 22 counts of fraudulent use of an access device between November and December 2020.

* David Jason Rickard, no age or address listed, was indicted on a charge of fleeing from an officer in a vehicle with reckless indifference.

* Co-defendants Dylan Lee Riley, 35, 715 Cisler Drive, Marietta, and Megan Cheyenne Roach, 30, 804 Fourth St., Marietta, were indicted on three counts each of possession of a controlled substance with intent to deliver and conspiracy to commit possession of a controlled substance with intent to deliver and one count each of conspiracy to commit maintaining a vehicle for keeping controlled substances. Roach was also charged with maintaining a vehicle for keeping or selling controlled substances. The alleged crimes happened in January.

* Martin Robinson, 48, 107A Pickering St. Lot 3, Parkersburg, was indicted on charges of fleeing from an officer in a vehicle with reckless indifference, escape and battery of a government official from January.

* Ricky Anthony Scarffol, 29, Parkersburg, was indicted on charges of strangulation, domestic battery and destruction of property from December.

* Keiran James Spader, 30, in custody at the Southwestern Regional Jail in Holden, was indicted on charges of failure to appear from October and possession of a controlled substance from December.

* William Spradlin, 58, 1311 Highland Ave., Parkersburg, was indicted on two counts of second-offense possession of a controlled substance with intent to deliver and two counts of second-offense conspiracy to commit possession of a controlled substance with intent to deliver from October. Co-defendant Anthony Lamont Benson, 32, of 4125 Dundee Ave., Columbus, was indicted on two counts each of possession of a controlled substance with intent to deliver and conspiracy to commit possession of a controlled substance with intent to deliver and one count of obstructing an officer from October. Benson was also indicted on two counts of forgery of a public record from October through November and one count of taking the identity of another person from November.

* Michael Paul Surface, 47, was indicted on charges of third-offense shoplifting, grand larceny and obstructing an officer from October.

* Kaitlyn Dawn Townsend, 26, NCRJ, was indicted on charges of delivery of a controlled substance and two counts of possession of a controlled substance from September and four counts of possession of a controlled substance with intent to deliver from September 2021 through March 2022.

* Christy Ann Swiger, AKA Christy Ann Swiger-Rowe, 44, 810 Hamilton St., Parkersburg, and Max Eugene Rowe II, 38, 1501 Crescent St. Apt. A, Parkersburg, were co-defendants. Swiger was indicted on charges of third-offense shoplifting from December and grand larceny and conspiracy to commit a felony from February. Rowe was indicted on charges of grand larceny and conspiracy to commit a felony from February.

* Quentin Anthony Watson, 24, 3326 Kimberly Ave., Columbus, was indicted on three counts of possession of a controlled substance with intent to deliver from January.

* Lewis Jonathan Blake Williams, 25, NCRJ, was indicted on charges of burglary and violation of a protective order from March.

* Lee Ivan Woodlee, 49, 1202 19th St. Apt. 1, Vienna, was indicted on four counts of possession of a controlled substance with intent to deliver, maintaining a vehicle for keeping or selling controlled substances, person prohibited from possessing a concealed firearm and person prohibited from possessing a firearm from December.

* Chane Aaron Woodward, 29, 960 Grand Ave., Cincinnati, was indicted on six counts of delivery of a controlled substance from November through December and two counts of possession of a controlled substance with intent to deliver from December.

* Bradley Steven Wright, 37, NCRJ, was indicted on charges of third-offense driving while license revoked for driving under the influence of alcohol and malicious assault from December.
