Domestic incidents lead to child neglect, malicious assault arrests

PARKERSBURG -- Child neglect and stabbings in Parkersburg over the weekend brought three men into custody after separate incidents.

Officers arrested Justin Guy Nelson, 28, 1325 St. Marys Ave., Parkersburg, after receiving a call reporting a fight among tenants Thursday, according to a criminal complaint filed with the Wood County Magistrate Court.

The female victim was holding her arm and screaming when law enforcement arrived on the scene and she claimed Nelson had stabbed her with a knife on the stairs of her house, the complaint said.

The victim's injuries were observed and photographed by officers; she had a laceration on her arm and she said the knife was about three inches long, the complaint said.

"The victim advised that after she saw the knife, she thought she was going to die," the complaint said.

Nelson's girlfriend gave officers permission to search their home and during their search, they found the weapon matching the victim's description, according to the complaint.

Nelson is being charged with malicious assault and was being held at North Central Regional Jail on a $100,000 surety bond.

After a separate incident, law enforcement responded to Williamstown Highway after a report of child abduction, leading to the arrest of Bland Jackson Richards, 28, 4498 Turkey Fork Road, Sandyville, the complaint said.

The child's mother said Richards had stolen her car and her daughter. Richards was not the child's biological father, the complaint said.

When officers caught up with the vehicle, it was still running and the rear driver's side door was open with the child in the backseat in her carseat, the complaint said. The car was found at a residence and nobody was answering the door. Law enforcement took the child into their cruiser for the time being, the complaint said.

A report came in saying Richards had left the residence in a different vehicle than the one he stole from the child's mother, the complaint said.

Law enforcement spoke with the child's mother who said she and Richards got into an argument. Richards allegedly took her phone and keys and forcibly removed her from the vehicle by grabbing her by the leg and dragging her out, the complaint said.

When the child's mother went to get her daughter from the car, Richards had left with the child still in the backseat, the complaint said.

Richards is being charged with gross child neglect creating a substantial risk of death or serious bodily injury and was released on a $5,000 surety bond.

Charles W. Davis Sr., 57, 29 Gardenia Drive, Parkersburg, was arrested after allegedly stabbing his son earlier this month, the complaint said.

The victim said Davis picked up a knife and came toward him. When he hid in a bedroom, Davis was hitting the door with the knife, the complaint said.

"The knife eventually went through the door and struck the victim's right forearm," the complaint said.

The victim was observed having an open wound on his forearm, according to the complaint.

Davis is being charged with malicious assault and was being held at North Central Regional Jail on a $25,000 surety bond.
