Vienna City Council approves bids

VIENNA -- Vienna City Council unanimously approved bids Thursday evening for improvements in Jackson and Spencer parks, while discussing the 2021-2022 fiscal year budget plan one last time before voting next week on final passage.
Council unanimously approved the bids for the construction of an Americans with Disabilities Act-compliant restroom in Spencer Park and resurfacing of the tennis and basketball courts and adding a cross fitness workout rig in Jackson Park.
Sealed bids for the restroom construction were opened Feb. 26 with two bids: Grae-Con Construction, $164,900, and Wingrove Construction, $64,282. Reviewing the two bids, council's Budget and Finance Committee recommended the bid from Wingrove Construction.
Council members Tom Azinger and Roger Bibbee didn't mind the cheaper option but were worried why the bid had a difference of $100,000 between the two. Finance Director Amy Roberts said the city has used Wingrove for several projects around Vienna and even had a discussion with owner Bob Wingrove about the price difference.
"We did have a discussion with Mr. Wingrove, making sure that he understood that this was subject to Davis-Bacon wages. We asked the direct question, he said yes he was aware," Roberts said. "He had bid it that way. He doesn't have many employees. We asked the question, he'll have to fill out the forms, he'll have to attest that he is paying the correct wages and I assume that's all we had to go on."
Voting in a unanimous 5-0 decision, with council member Jim Leach absent, funding for the project will be from the General Fund and CDBG Fund.
Sealed bids for the courts resurfacing were opened Feb. 5 with the only bid coming from Vasco Sports Contractors at $104,035. Vasco is a sports construction company from Massillon, Ohio.
Also approved in unanimous decision was bid from Davis Athletics of $23,245 for the purchase of a 13 person cross-fit rig for use in Jackson Park, the purchase of concrete from Smith Concrete for $125/cubic yard, and the purchase of various Christmas lights from Rileighs Outdoor Decor for $37,032.
Funding for all the projects will be from the General Fund.
"I think we were very blessed that we received a grant from the Spartan Foundation to allow us to expand our pickleball courts. Also to put in some fitness equipment, we've got a Senior Activity Center there for the seniors. Now with this new one, it's like a CrossFit area for hopefully the middle-aged and younger age people, so they can get in there and have some activities and do some fun things. I think that's just a great addition to the park, you just try to keep it fresh and give something for people to come and do," said Mayor Randy Rapp.
Roberts sent two different budgets to all members before council votes on the budget to be used next Thursday at 6 p.m. in a special session. The first budget proposal had in it longevity only for all of the employees, a $2 pay raise that council voted on at the last meeting and included a 5 percent Blue Cross Blue Shield insurance rate increase, making the budget up to $371,558 higher.
The other budget included an additional 65 cents, in addition to longevity for all full-time employees, except the police department and would increase the budget an additional $64,368, according to Roberts.
"We are close, our budgets almost balanced. We have to tweak it a little bit, I think we'll have it done. I don't anticipate any problems. It's just a matter of making the numbers fit, so I think we'll be fine," Rapp said.
