Parkersburg man facing sex assault charges in Pennsylvania
PARKERSBURG — A Parkersburg man was arrested as a fugitive from justice out of Pennsylvania on charges of rape and sexual assault.
According to a criminal complaint filed with Commonwealth of Pennsylvania County of Mifflin, Gordon Robert Goins, 44, 22 Powell Drive Apt. 74, Parkersburg, allegedly performance sexual acts with a female under the age of 16 without consent.
In May 2020, law enforcement interviewed the alleged victim, a 15-year-old girl, the complaint said. The victim said Goins had raped her and said Goins would perform sexual acts without her consent.
According to the complaint, Goins had been living in the same household as the victim for about two years.
While she was sleeping in the same room as her sister, Goins would come in to check that the sister was asleep before he proceeded to remove the victim’s clothes and sexually assault her, the complaint said.
The victim said she tried to get away but Goins pinned her down and had intercourse with her, according to the complaint.
After the incident, the victim spoke to her sister who said she was awake and heard what happened, the complaint said. The sister, 12, was also interviewed and she said there was a light shined in her eyes — Goins was checking to see if she was awake, the complaint said.
According to the sister, she heard Goins and the victim talking about sexual acts, the complaint said. After the incident, the two sisters spoke in the living room and hugged before telling their mother what happened while Goins was at the neighbor’s house, the complaint said.
The mother then confronted Goins who denied it but did not know what to believe, the complaint said.
Goins is being charged with rape forcible compulsion, statutory sexual assault, sexual assault and corruption of minors and was being held without bond at North Central Regional Jail.
