PARKERSBURG -- Kenny Harper, 36, homeless, was arraigned on a charge of sexual assault in the second degree after an incident that allegedly began at the Sheetz gas station on Seventh Street Sunday.
According to the criminal complaint, the victim was sitting in her vehicle when an unknown male, later identified as Harper, entered her vehicle and produced a small pocket-style knife.
According to the statement provided by the victim, Harper then took her cell phone and told her to drive to the dead end section of Camden Street, which is out of public sight and hearing range, and she obeyed him out of fear.
The criminal complaint said that once there, the victim was allegedly forced to perform an oral sexual act with Harper, who claims it was consensual. According to the complaint, Harper then exited the vehicle to look for some property he claims the victim was hiding or had stolen from him, at which point the victim locked him out of the vehicle, drove to the Go-Mart on Staunton Avenue and called the police using an old cell phone that had no service provider and could only call 911.
Harper was arraigned in the Wood County Magistrate Court by Magistrate Robin Waters and is being held at the North Central Regional Jail on a $300,000 surety bond.
