All Parkersburg campaign finance reports in

PARKERSBURG — All campaign finance reports from Parkersburg primary candidates have been received by the city clerk’s office.

Ten candidates turned theirs in by the April 7 deadline for the first-quarter reports. Others were received by mail or electronically over the next couple of weeks, all before the 30-day deadline after which officials would have been required to notify the prosecutor’s office, City Clerk Connie Shaffer said.

In District 2, Republican Michael Hess entered the period with a balance of $63.94, having previously spent $442.73. He raised an additional $340 and listed $430.34 in in-kind contributions he provided in the form of business cards, flyers, a website and labels. His expenditures for this period were $10 for the filing fee and $50 reimbursing himself for the cards.

His opponent in the GOP primary, incumbent Councilwoman Sharon Kuhl, received $1,000 in contributions and spent $481, according to her report, filed prior to April 7.

In District 4, incumbent Councilman Eric Barber listed only a $6.75 expenditure for a voter list. His opponent in the Republican primary, Brett Bringardner, spent $280 on a Facebook ad and the filing fee, apparently out of pocket with no donors listed.

On the Democratic ballot for District 4, Donna Sue Helmick received a $100 contribution and spent $126.90 of her own money on buttons and T-shirts. Helmick’s primary opponent, Wendy Rawlins Tuck, listed $1,140.31 in contributions and $871.29 in her earlier filing.

District 7 Democrat Tom Rafferty spent $419.81 of his own money on signs and the registration fee. He’s unopposed in the primary and will face one of two Republican candidates – Chris Rexroad ($10 raised and spent) or Charity Wise ($743.67 spent versus $725 raised) — in the general election.

Unopposed Republican incumbents Mike Reynolds in District 6 and Zach Stanley in District 8 listed contributions and expenditures of $10 each.

Some candidates did not list the $10 filing fee on their report, but Shaffer said everyone who turned in a report had paid the fee.

Dell O. Pomeroy in District 5 and Austin Richards in District 9 were appointed to run in the general election by the Parkersburg Republican Executive Committee, but will not appear on the primary ballot, so they at present are not required to file campaign finance statements, Shaffer said. They will face incumbent Democrats J.R. Carpenter and Jeff Fox, respectively.

The next round of campaign finance reports is due May 26, Shaffer said.
