Wood County Grand Jury indicts 62

PARKERSBURG — A man accused of killing his brother and another accused of stabbing a man in the neck under the East Street Bridge were among the indictments handed down by the Wood County Grand Jury on Wednesday.

Billy Ray Johnson Jr., 54, who remains in custody at the North Central Regional Jail in Doddridge County, was indicted on a murder count from an incident in November 2019.

At the time of his arrest, Johnson was charged with first-degree murder after Wood County Sheriff’s deputies and West Virginia State Police responded to a reported domestic dispute at his 2993 Staunton Turnpike residence outside Parkersburg city limits. His brother, 59-year-old Kenneth Wayne Arnott, had been stabbed.

Officials said the weapon was a Bowie-style knife with an approximately 10-and-a-half-inch blade. When authorities arrived, Johnson was not providing any type of life support or CPR for Arnott, officials said.

Jesse Leon Kersey III, 24, also at the regional jail, was indicted on charges of attempted murder and malicious assault from October 2019. Kersey was arrested after allegedly stabbing another man in the neck following an altercation at a camp site beneath the East Street Bridge, according to Parkersburg Police.

Also indicted by the grand jury were:

* Justin Andrew Beardsley, 31, 800 Seventh St., Apt. 1, Parkersburg, was indicted on three counts of use or presentation of a firearm during the commission of a felony and one count each of possession of a controlled substance with intent to deliver, illegal possession of a destructive device and illegal possession of explosive material.

* Joseph Oliver Beaumier, 19, 3714 Bull Run Road, Waverly, was indicted on a charge of burglary.

* Briar Edwin Buskirk, 19, and Jacob Allen Starcher, 22, both of 1574 Elizabeth St., Belpre, were each indicted on charges of grand larceny, conspiracy to commit grand larceny, receiving stolen property and conspiracy to commit receiving stolen property.

* Christopher Edward Lynn Byrd, 31, 735 Belrock Ave., Belpre, was indicted on a charge of possession of a controlled substance with intent to deliver.

* James Daniel Canty, 59, in custody at the North Central Regional Jail, was indicted on charges of possession of a controlled substance with intent to deliver, person prohibited from possessing firearms and obstructing an officer.

* Bradley A. Chaffin, 40, 4110 13th Ave., Parkersburg, was indicted on charges of burglary, receiving/transferring a stolen vehicle and grand larceny.

* Lawrence Lamont Combs, 49, North Central Regional Jail, was indicted on three counts of second-offense possession of a controlled substance with intent to deliver.

* William Comuzie, 56, North Central Regional Jail, and Mark Comuzie, 60, 2300 1/2 Pennsylvania Ave., Parkersburg, were each indicted on two counts of obtaining a controlled substance by fraud, forgery or deception and one count of conspiracy to commit delivery of a controlled substance. William Comuzie was also indicted on a charge of attempted obtaining controlled substance by fraud, forgery or deception.

* Jessica Lynn Crocket, 36, 2407 Beverly St., Parkersburg, was indicted on charges of transporting a controlled substance onto the grounds of a jail and possession of a controlled substance with intent to deliver.

* Deeshawn Dukes, 39; Shawnique Cierra Hudson, 30; and William Darnell Wilson, 49, all in custody at the regional jail, were each indicted on two counts of possession of a controlled substance with intent to deliver and one count of conspiracy to commit possession of a controlled substance with intent to deliver, keeping or maintaining a vehicle for the keeping of a controlled substance and use or presentation of a firearm during the commission of a felony.

* Jennifer E. Edwards, 37, North Central Regional Jail, was indicted on charges of attempt to commit arson and domestic assault.

* Frederick Fly II, 43, North Central Regional Jail, was indicted on charges of malicious assault and domestic battery.

* Keyshawn Darnelle Gates, 19, North Central Regional Jail, was indicted on four counts of possession of a controlled substance with intent to deliver and one count of conspiracy to commit possession of a controlled substance with intent to deliver. Co-defendant Haley Ashton Jett, 28, 171 Mill Branch Road, Belpre, was indicted on two counts of possession with intent and one count of conspiracy.

* Joshua Amos Gibson, 37, North Central Regional Jail, was indicted on three counts of child neglect creating risk of injury.

* Brandon Kiewon Girven, 35, 1900 27th St., Apt. H, Parkersburg, was indicted on a charge of fleeing from an officer in a vehicle with reckless disregard.

* Levi Riley Grove, 25, North Central Regional Jail, was indicted on charges of wanton endangerment involving a firearm and unlawful assault.

* Kyle Jordan Hendershot, 29, 235 Dempsie Ave., Parkersburg, was indicted on three counts of distribution and exhibition of material depicting minors engaged in sexually explicit conduct and one count of possession of a controlled substance with intent to deliver.

* Denver Ray Hoover, 56, 1025 1/2 Lakeview Drive, Parkersburg, was indicted on charges of possession of and uttering counterfeit currency.

* Ryan Daniel Jarvis, 28, 214 Jarvis Road, Spencer, was indicted on three counts of possession of a controlled substance with intent to deliver.

* Melvin G. Jessop, 55, North Central Regional Jail, was indicted on charges of third-degree sexual abuse and third-degree sexual assault.

* Angelo Thomas Martinovich, North Central Regional Jail, was indicted on charges of first-degree arson and destruction of property.

* Marcus Lamar McDonald, 36, in custody at the Salem Correctional Center, was indicted on five counts of second-offense delivery of a controlled substance and one count of second-offense possession of a controlled substance with intent to deliver.

* Bryan A. Merritt, 37, 850 Williams Highway, Trailer #1, Vienna, was indicted on five counts of fraudulent use of an access device and one count each of fraudulent scheme and conspiracy to commit fraudulent use of an access device. Co-defendant Amber Arnett, 34, of the same address, was indicted on four counts of fraudulent use of an access device and one count of conspiracy.

* Brian Scott Moore, 44, North Central Regional Jail, was indicted on a charge of fleeing from an officer in a vehicle with reckless disregard.

* Daniel Raymon Morris, 31, 909 Tygart St., Parkersburg, was indicted on charges of grand larceny and receiving stolen property.

* Steve Lewis Naylor, 57, North Central Regional Jail, was indicted on two counts of first-degree sexual abuse and one count of sexual abuse by a parent, guardian, custodian or person in position of trust.

* Bryan Matthew Nedeff, 22, 1301 16th St., Parkersburg, was indicted on a charge of burglary.

* Taylor McKenna Parker, 45, in custody at the Washington County Jail in Marietta, was indicted on a charge of possession of a controlled substance with intent to deliver.

* Mark Duane Powell II, 39, 808 Quincy St., Parkersburg, was indicted on six counts of delivery of a controlled substance.

* Shailyn Nikole Prall, 22, North Central Regional Jail, was indicted on two counts of possession of a controlled substance with intent to deliver.

* Wesley James Radabaugh, 28, North Central Regional Jail, was indicted on charges of grand larceny and receiving or transferring a stolen vehicle.

* David Allen Rexroad, 43, North Central Regional Jail, was indicted on a charge of second-offense possession of a controlled substance with intent to deliver.

* Wesley Orlando Roberts, 27, North Central Regional Jail, was indicted on charges of unlawful entry and grand larceny.

* Michael Sampe, 35, North Central Regional Jail, was indicted on five counts of first-degree sexual abuse and one count of second-degree sexual assault.

* Daniel Joseph Shmigal, 51, North Central Regional Jail, was indicted on charges of unlawful entry and petit larceny.

* Melissa Anne Smith, 40, 296 Suzanne St., Washington, W.Va., was indicted on charges of fleeing from an officer in a vehicle while under the influence of alcohol, fleeing from an officer in a vehicle with reckless disregard and child neglect creating risk of injury.

* Taylor Cheyenne Starcher, 19, North Central Regional Jail; Helga Run Olafardottir, 23, 1211 Williams St., Parkersburg; Dalton Arley Painter, 19, North Central Regional Jail; and Nicholas Austin Proscia, 20, 1211 Williams St., Parkersburg, were indicted on charges of first-degree robbery, second-degree robbery, conspiracy to commit robbery, use or presentation of a firearm during the commission of a felony and unlawful assault.

* Catherine Paige Stauffer, 36, North Central Regional Jail, and Marie Danielle Weltner, 1703 Spring St., Parkersburg, were indicted on two counts of possession of a controlled substance with intent to deliver and one count each of conspiracy to commit possession with intent, keeping or maintaining a vehicle for the keeping of a controlled substance and use or presentation of a firearm during the commission of a felony. Stauffer was additionally indicted on two counts of possession of a controlled substance.

* Tristen Ray Sutton, 23, 908 East 12th St., Parkersburg, was indicted on two counts of possession of a controlled substance with intent to deliver and one count each of keeping or maintaining a dwelling for the keeping of a controlled substance and use or presentation of a firearm during the commission of a felony.

* Eric Wayne Tennant, 26, North Central Regional Jail, was indicted on charges of possession of a controlled substance with intent to deliver and use or presentation of a firearm during the commission of a felony.

* Daniel Wayne Thomas, 23, 605 Lulu St., Parkersburg, was indicted on charges of breaking and entering, conspiracy to commit breaking and entering, grand larceny and conspiracy to commit grand larceny.

* Lorenzo Mikeirst Thomas, 43, North Central Regional Jail, was indicted on three counts of possession of a controlled substance with intent to deliver.

* Adam C. Thornton, 33, and Matthew L. Wilson, 31, both in custody at the regional jail, were each indicted on two counts of grand larceny, two counts of conspiracy to commit grand larceny and one count of receiving or transferring a stolen vehicle and conspiracy to receive or transfer a stolen vehicle. Thornton had an additional charge of obstructing an officer.

* Eric L. Touvell, 37, address unknown, was indicted on a charge of possession of a controlled substance with intent to deliver.

* April Michelle Trippett, 26, North Central Regional Jail, was indicted on four counts of fraudulent use of an access device.

* Clifton A. Walker, 39, 1102 1/2 Lynn St., Parkersburg, was indicted on eight counts of delivery of a controlled substance.

* Clyde M. Willis Jr., 46, and Lindsey R. Quick, 30, both in custody at the regional jail, were each indicted on charges of burglary, conspiracy to commit burglary and petit larceny.

* Carl Burner III, 39, North Central Regional Jail, was indicted on a charge of terroristic threats. This case was presented by Ritchie County Prosecutor Samuel Rogers II, sitting as a special prosecutor.
