Man arrested for malicious assault

PARKERSBURG -- The Parkersburg Police Department responded to a stabbing complaint at the underpass of the East Street Bridge late Friday.

Officers arrived and spoke to witnesses who identified the victim as William D. Richards III, 33, who is homeless, according to a press release issued Saturday. The release said the alleged offender, Jesse L. Kersey III, 24, also listed as homeless, had fled the area.

The initial investigation revealed the two men were arguing at a camp site beneath the bridge and Richards received a laceration to his throat as a result of an altercation between the two. Richards was taken to WVU Camden Clark Medical Center to receive treatment for his injuries.

Uniformed officers searched the immediate area to locate the suspect in this case and located him a short time later on Seventh Street. Kersey was taken to Parkersburg Police Headquarters for questioning. Detectives and crime scene personnel responded and continued the investigation. Once completed, detectives arrested Kersey on a felony charge of malicious assault.
