PARKERSBURG – Gasoline and grocery retailers in West Virginia have seen changes in the buying habits of consumers with the price of fuel rising, according to a trade association president. “Consumers are becoming more cautious, driving less, combining trips and sometimes purchasing smaller amounts of fuel,” said Traci L.
