Calculating the Proposal: Examining the numbers of Rumpke’s recycling service offer to Parkersburg

PARKERSBURG – Rumpke of Ohio’s proposal for a subscription-based recycling service starts out with a $15.25-a-month charge but seeks nearly $100 up front.
According to the proposal submitted to the City of Parkersburg and provided by the Finance Department, residents would be asked to pay six months in advance prior to the start of service and cart delivery.
The proposal also requires a minimum participation level of 900 residential units. If there were fewer, the city would be responsible for paying the difference, it said.
Under the proposal, the monthly cost would rise to $15.86 in the second year and $16.49 in the third. There are options for two additional years, during which the price would increase to $17.15 and $17.84.
Rumpke would accept paper; glass bottles and jars; plastic bottles, jugs and tubs; metal cans; and cartons, co-mingled in the same 95-gallon container, the proposal says.
