Coplin Health Systems names Tracy Martin Chief Operating Officer

Parkersburg native has more than 30 years of healthcare experience

PARKERSBURG — Coplin Health Systems has announced the hiring of Tracy Martin, RN, as Chief Operating Officer (COO), effective Aug. 25.

As COO, Martin will lead operational strategy and execution across Coplin Health Systems and be responsible for ensuring that daily operations are efficient, high-quality, patient-centered, and aligned with the organization’s mission and strategic goals. Martin will also play a key executive role in planning, decision-making, and organizational effectiveness.

Martin has more than 30 years of experience as a health care provider and leader. Prior to joining Coplin Health System, she was Practice Director at Optum UHG in Parkersburg, where she oversaw all West Virginia center operations.

Martin was also Area Manager of Business Operations for MedExpress, managing 16 centers and more than 250 employees across West Virginia. She began her health care career as a registered nurse in pediatrics at St. Joseph’s Hospital in Parkersburg.

The COO position was previously held by the late Carrie Sue Pennybacker, who passed away in February 2024.

A Parkersburg native, Martin attained her Licensed Practical Nurse certification from Wood County Vocational School of Practical Nursing. She also holds an associate’s degree in nursing from Hocking College, Nelsonville, Ohio, and a Bachelor of Science degree in organizational leadership from Mountain State University, Beckley, W.Va.

In 1978, Wirt County Health Services Association (d.b.a. Coplin Health Systems) was established as a non-profit healthcare organization.

Since its beginnings in Elizabeth, it has grown into 13 service centers, an administrative center, and a mobile health unit with locations in Wirt County, Jackson County, and Wood County in West Virginia, and Meigs County in Ohio.

For over two decades, Coplin has served as a federally qualified health center (FQHC). As an FQHC, Coplin Health Systems offers a variety of health care services to the community. These services include primary care services, acute/urgent care services, pediatric health care services, behavioral health services, substance use disorder (SUD) services, dental services, and discount pharmacy through 340b programming. As an FQHC, Coplin Health Systems offers these services regardless of a person’s ability to pay through its sliding scale program.
