PARKERSBURG - A medical office complex is being built in the traffic circle.
Officials from the business community, the medical community, Parkersburg Mayor Bob Newell and others gathered Wednesday at the site for the Garfield Medical Complex, at 2010 and 2012 Garfield Ave., for a groundbreaking for the project.
The Garfield Medical Complex was formed to build two medical buildings to house Dr. Orton Armstrong, M.D.; Dr. William Tomlinson, M.D.; an office for Mountain River Physical Therapy; Dr. J. Scott Eckels, DDS MS; and a store for Cox Family Pharmacy. There is space for three other medical service providers in the buildings, with one tenant space still available for lease.

''All of this came about two years ago when a group of businessmen and I came together and we had a vision of building a medical complex,'' Armstrong said. ''We are here to celebrate breaking ground and seeing our vision becoming a reality.''
The facilities, which will cost around $6 million, will have 31,000 square feet across two buildings and will service existing patients of all entities, as well as allow for additional service capacity.
''We have really spent a lot of time putting this together,'' Armstrong said. ''From the beginning, our patients and our staffs have been the focus of this design.
''We believe this new facility will allow us to maintain and build our practices in a more convenient and coordinated fashion.''
The buildings represent a significant investment in the Parkersburg area and will position the group to better serve the growing medical needs of the community, Armstrong said. The complex will have ample parking, easy access from Ohio Avenue, a drive-thru pharmacy and other features, he said.
At the peak of construction, 30 local workers are expected on site. About 4,000 yards of concrete are expected to go into the project. Douglas Builders of Parkersburg is the contractor.
The facility is expected to be completed early next year and is expected to be open by March 2015, officials with the project said.
''We are very excited to break ground on this project,'' Armstrong said. ''All of the folks involved are very passionate about it.
''We have spent a lot of time in meetings putting a lot of thought and effort into it.''
Newell said the city was excited when the property became available, after housing a mobile home park for a number of years.
''We are excited about the prospect of development happening here,'' he said. ''We were more excited when we found out a medical facility would be built here.''
Newell said the developers would have the city's cooperation in making things happen to help in bringing this project to completion.
''We wish you the best of luck and thank you for investing in our community,'' he said.
Jill Parsons, president and CEO of the Chamber of Commerce of the Mid-Ohio Valley, said the local business community is enthusiastic about the development of the medical complex.
Quoting German poet Johann Wolfgang von Goethe, Parsons said three things need to be looked at in a building. One, it stands on the right spot. Two, that it is securely founded. Three, it is successfully executed.
''Those principles still apply here today in 2014 and they are certainly true of the people involved in this project,'' she said. ''You have found a great spot to build your facility and the businesses housed here and the ones bringing it to fruition will ensure it is securely founded and successfully executed.''
