PARKERSBURG — The following cases were handled in Wood County Magistrate Court on March 31:
* Justin Wade Carmichael, 42 Forest Drive Apt 108, Parkersburg, had a preliminary hearing waived for a charge of manufacture, delivery or possession of a controlled substance with intent to deliver a Schedule I, II or III controlled substance. The case was sent to Wood County Circuit Court.
* Christina Diana Johnson, 1015 Floyd Ave, Waldorf, Md., had a charge of burglary dismissed as the officers and the alleged victim failed to appear in court.
* David B Oliver, 1224 Lynn St., Parkersburg, had a charge of possession of a controlled substance dismissed as part of a successful deferred sentence agreement.
* Donna Marie Rood, 1252 Gihon Road, Parkersburg, was arraigned on charges of creating an open dump and a mandatory disposal violation and released on a $500 personal recognizance bond.
* William J. Kerns, 1317 Ninth St., Vienna, was arraigned on charges of creating an open dump and a mandatory disposal violation and released on a $500 personal recognizance bond.
* Michael Robert Parks, 1026 28th St., Vienna, was arraigned on a charge of third-offense driving on a revoked license for DUI and released on a $2,000 surety bond.
* Derek Michael Fortney, 2208 State Rt 339, Belpre, was arraigned on a charge of violating a protective order and released on a $500 personal recognizance bond.
* Sherry Lynn Mills, 4313 12th Ave., Parkersburg, was arraigned on charges of expired registration and having no insurance and released on a $500 personal recognizance bond.
* William L Rhyne, 5194 Stillwell Road, Davisville, was arraigned on charges of driving on a suspended license and having no insurance and released on a $500 personal recognizance bond.
* John Dennis Philpott, 1409 St Marys Ave., Parkersburg, was arraigned on a charge of receiving or transferring stolen property and held on a $5,000 surety bond.
* Michael Dillon Siers, 1958 Cisco Road, Cairo, was arraigned on a charge of having no operators license and released on $500 bond.
* Sharon Marie Casteel, Parkersburg, was arraigned on a charge of domestic battery and released on a $2,500 personal recognizance bond.
* Ralph Edward Mahoney, Parkersburg, was arraigned on a charge of domestic battery and released on a $2,500 personal recognizance bond.
* Jordan Levi McNeely, 6858 Pike St. Apt 14, Mineral Wells, was arraigned on a charge of possession of a controlled substance (marijuana) and released on a $500 personal recognizance bond.
* Deborah Lynn Martin, 1252 Gihon Road, Parkersburg, was arraigned on a charge of stream litter and released on a $500 personal recognizance bond.
* Roy Daniel McElfresh, 1023 1/2 32nd St., Parkersburg, was arraigned on charges of having no insurance and driving on a suspended license and released on a $500 personal recognizance bond.
* Jerimy Arden Stewart, 2043 Sams Creek Road, Mineral Wells, was arraigned on a charge of driving on a suspended license and released on a $500 personal recognizance bond.
* Terrence P Williams, 9773 Ridgewood Drive, Twinsburg, Ohio, pleaded guilty to speeding (93 mph in a 70 mph zone) and fined $186.48.
* Logan McKayde Schmurr, 203 E Main St., Blanchester, Ohio, pleaded guilty to speeding and fined $191.48.
* Simon Arie Mitchell, 9388 N Hummel Dr., Mooresville, Ind., pleaded no contest to speeding and fined $201.48.
* Alisha Morgan Riddle, 15890 Emerson Ave., Waverly, pleaded no contest to a red light violation and fined $186.48.
* Brandon M Wright, 8 Abby Village Drive Apt. 103, Parkersburg, pleaded guilty to having no seat belt and fined $25. A charge of having no proof of insurance was dismissed after proof was presented to the court.
* Tiffany Lynn Sleeth, 235 Walnut St. Apt 1, Middleport, Ohio, pleaded guilty to a traffic control signal violation and fined $191.48.
* Caitlin Mikyl Hines, 4214 Jefferson St., Parkersburg, pleaded no contest to having no seat belt and fined $25.
* Levi Joel Mace, 2776 Meadowview Drive, Parkersburg, pleaded guilty to possessing/consuming alcohol while under 21 and fined $196.48.
* Tyler James Kerns, 1851 Lake Washington Road, Washington, W.Va., pleaded guilty to speeding and fined $181.48.

PARKERSBURG — The following cases were handled in Wood County Magistrate Court on April 1:
* Dale Robert Wiggins Jr., Parkersburg, pleaded guilty to domestic battery and obstruction, fined $352.96 and sentenced to six months in jail with a credit of 55 days for time served.
* Emily Jade Testerman, 6220 Smithville Road, Harrisville, W.Va., had a charge of shoplifting dismissed after a successful deferred sentence agreement.
* Robert Louis Devan, 1610 19th St., Parkersburg, pleaded guilty to driving on a suspended license for DUI , fined $276.48 and sentenced to 30 days in jail which was suspended and he was placed on six months of unsupervised probation. A charge of a traffic control signal violation was dismissed, per a plea agreement.
* Joseph Thomas Dinnin, 276 Wood St., Davisville, pleaded guilty to driving on a suspended license and fined $684.44 after the conditions of a deferred sentence were not met. He also pleaded guilty to charges of reckless driving and leaving the scene of a vehicle accident with damage and fined $574.44. He had charges of operating a vehicle without the proper insurance and going left of center dismissed.
* Scotty Joseph Byers, 35 Meadowbrook Acres, Parkersburg, pleaded guilty to second-offense driving on a suspended license and fined $100 after the conditions of a deferred sentence were not met. A charge of improper registration was dismissed, per a plea agreement.
* Marshall Ray Drake II, 3475 Glen Ave., Parkersburg, had a charge of possession of a controlled substance (marijuana) dismissed after a successful deferred sentence agreement. A charge of consumption of an alcoholic beverage in the passenger area of a motor vehicle dismissed, per a plea agreement. He did plead guilty to a charge of driving on a revoked driver’s license and was fined $452.96. A charge of having no proof of insurance was dismissed, per a plea agreement.
* Kristian Nicole Delancey, 3507 Millbrook Drive, Parkersburg, had a charge of possession of meth dismissed after a successful deferred sentence agreement. She pleaded guilty to a charge of shoplifting and was fined $377.96. She was ordered to pay a $688.48 civil penalty to the Walmart store in Vienna.
* Michael Kristopher Parsons, 718 Tuttle St., Belpre, pleaded guilty to second-offense driving on a suspended license and fined $276.48.
* Craig Vincent Ciulla, Belpre, pleaded guilty to domestic battery, fined $186.48 and sentenced to 60 days in jail which was suspended and he was placed on six months of unsupervised probation with a one day credit for time served.
* Colby Michael Snodgrass, 131 Sixth Ave., Parkersburg, pleaded guilty to speeding and failure to yield to an emergency vehicle and fined $407.96.
* Lela Ann Proudfoot, 566 Greenhills Road, Sandyville, pleaded guilty to driving on a suspended license and operating a vehicle without required security and fined $652.96. Charges of driving too fast for roadway conditions and having no registration were dismissed, per a plea agreement.
* Cassidy Autumn-Rose Hogue, 7400 Mountain Drive, Pennsboro, was found guilty during a bench trial for shoplifting and fined $276.48. She was ordered to pay a $342.42 civil penalty to the Walmart store in Vienna.
* Julie Ann Wolfe, 27558 Clark Road, Coolville, had a charge of violating a domestic violence protection order dismissed without prejudice.
* Armani Davinci Robinson, 4616 Seventh Ave., Vienna, had a charge of racing dismissed after the officer failed to appear in court.
* Shanniah C. Kemp. 1334 Spring St., Parkersburg, was arraigned on charges of second-offense shoplifting, less than $500, and trespassing and released on a $500 personal recognizance bond.
* Timothy Curtis Nay, 810 Hugh St., Parkersburg, was arraigned on charges of driving on a suspended license and having no proof of insurance and released on a $500 personal recognizance bond.
* Dustin Ryan Watkins, 2505 1/2 Vaughan Ave., Parkesrburg, was arraigned on charges of driving on a suspended license, having no insurance, having an expired registration and expired MVI and released on a $400 personal recognizance bond.
* Samantha Irene Baquero, Parkesrburg, was arraigned on charges of having no insurance and possession of a controlled substance and released on a $500 personal recognizance bond.
* Jamiel Elam Lambert, Parkersburg, was arraigned on a charge of domestic battery and released on a $1,000 personal recognizance bond.
* Doy Allen Coe, 1918 Division St. Ext, Parkersburg, was arraigned on charges of obstructing an officer and trespassing and held on a $500 surety bond.
* Jane Ann Elkins, 1517 17th St., Parkersburg, was arraigned on a charge of obstruction and released on $1,000 personal recognizance bond.
* Jerome Lew Blackwell, 4809 Emerson Ave., Parkersburg, was arraigned on a charge of third-offense driving on a suspended license and released on a $500 personal recognizance bond.
* Pattie J. Stillwagon, 41 Captain Ames Drive, Parkersburg, was arraigned on charges of having no proof of insurance and failure to display an operator’s license on demand and released on a $500 personal recognizance bond.
* Randall Paul West, 1721 Spring St., Parkersburg, was arraigned on charges of third-offense driving on a suspended license, having no insurance and leaving the scene of an accident and released on a $1,000 personal recognizance bond.
* Jason Lee Wilkinson, 2896 Bull Run Road, Waverly, was arraigned on charges of fleeing with reckless indifference, possession of a controlled substance with intent to deliver and use of a firearm in committing a felony and held on a $100,000 surety bond.
* Roseanna Dale Harbison, 1016/5 Cornwall St., Parkersburg, was arraigned on a charge of shoplifting and released on a $500 personal recognizance bond.
* Zulma Michelle Molinary, 1103 18th St. Apt B2, Vienna, was arraigned on a bond violation and was released on a $500 personal recognizance bond.
* David Alexander Bunch, 646 Liberty St., Parkersburg, pleaded guilty to obstruction with threats of harm and fined $226.48.
* Natasha Joyce Black, 11058 Pond Crock Road, Rockport, had a preliminary hearing waived on two counts of gross child neglect creating a substantial risk of death or serious bodily injury. The case was sent to Wood County Circuit Court.
* Jesse James Day, 108 3rd St. Apt. C, Belpre, had a charge of possession of a controlled substance dismissed following a deferred sentence agreement.
* Hannah Nicole Weaver, 434 Nicolette Road, Parkersburg, pleaded guilty to disorderly conduct and fined $196.48. A charge of battery of government representatives, health care providers, utility workers, law enforcement or EMS was dismissed as part of a successful deferred sentence agreement. A charge of obstructing emergency personnel was dismissed, per a plea agreement.
* Brian Allen Allman, 1409 Twigs Road, Friendly, had charges of burglary and escape/attempted escape (two counts) dismissed from Wood County Magistrate Court. The case was part of an indictment done in Wood County Circuit Court.
* Joshua James Eden, Williamstown, a charge of domestic battery was dismissed as the alleged victim does not wish to pursue.
* Kevin Lee Mays, 8 Wills St., Mineral Wells, had a charge of violating a protective order dismissed without prejudice dismissed as the alleged victim does not wish to pursue.
* Matthew Dean Carpenter, 8069 Elizabeth Pike, Parkersburg, pleaded guilty to speeding in a construction zone and fined $181.48. A charge of having no registration was dismissed after proof was presented to the court.
* Hanah Rene Broadwater, 603 Sixth Ave., Parkersburg, pleaded guilty to speeding (90 mph in a 65 mph zone)
* Dexter Eugene Marks Jr, 15 Westview Circle, Parkersburg, pleaded guilty to having no registration and having a suspended operator’s license and fined $457.96.
* Jane L. Smith, 125 Cherry St. Apt 220, North Lewisburg, Ohio, pleaded guilty to providing false information to DNR and fined $196.48.
* Bettie J. Engle, 12281 Black Road, Marysville, Ohio, pleaded guilty to providing false information to DNR and fined $196.48.
