Wood Magistrate

PARKERSBURG — Wood County Magistrate Court released the following reports Aug. 3:

* Tommy Lee Snider, 50, 3304 Birch St., Parkersburg, was arraigned on misdemeanor charges of failure to carry a type IV personal flotation device and type I, II and III personal flotation devices not readily accessible. He was released on a $1,000 personal recognizance bond. According to a criminal complaint, Snider was operating a 25-foot King tug attached to a 65-foot ferry barge on July 29, 2019 at Blennerhassett Island, when a West Virginia State Parks employee, Edward Piggott, 69, fell off and into the Ohio River. After Piggott’s body was recovered, a state Division of Natural Resources officer conducted a safety check of the boat and found there was no type IV throwable PFD aboard and the other PFDs were in a padlocked storage locker, whose key was not on the vessel.

* Joseph Oliver Beaumier, 19, 413 Henderson Ave., Williamstown, pleaded guilty to a vehicle registration violation and was assessed $180.25 in fines and court costs. A charge of driving too fast for roadway conditions was dismissed as part of a plea agreement. Beaumier was also arraigned on a fugitive from justice charge out of Athens County and held without bond, pending an extradition hearing in Wood County Circuit Court.

* Anthony Marcus Opitz, 33, 963 Meadville Road, Davisville, pleaded guilty to possession of a controlled substance and was sentenced to 90 days in jail, suspended for one year of unsupervised probation. He was also assessed $170.25 in court costs. A charge of violation of a protective order was dismissed as part of a plea agreement.

* Deshawn Derese Nelson Jr., 21, 650 13th St., Apt. 3, Parkersburg, pleaded guilty to charges of second-offense shoplifting, shoplifting, obstructing and destruction of property and was sentenced to three 30-day jail terms, to be served consecutively, with credit for time served, to be calculated by the North Central Regional Jail. He was also assessed $706 in fines and court costs and ordered to pay civil penalties of $1,203.50 to Walmart and $50 to Dollar General. Charges of shoplifting, second-offense shoplifting and trespassing were dismissed as part of a plea agreement.

* A count of financial exploitation of an elderly or protected person was dismissed against Philip Craig Hinton, 59, 911 Turkey Foot Road, Mineral Wells, because the victim no longer wished to pursue the charge.

* Lawrence F. Boland, 71, 985 Proudfoot Road, Philippi, W.Va., waived preliminary hearings on charges of fleeing from law enforcement while under the influence and fleeing in a vehicle with reckless indifference. The case was bound over to Circuit Court.

* Christopher Allen Reynolds, 33, Parkersburg, was arraigned on a charge of domestic battery and released on a $2,000 surety bond.

* William Conley Eads, 40, Parkersburg, was arraigned on a charge of domestic battery and released on a $2,000 surety bond.

* Damon Thomas Brannan, 48, 2602 26th Ave., Parkersburg, was arraigned on charges of failure to register as a sex offender, obstructing an officer and possession of a controlled substance, methamphetamine, and was held on a $22,500 bond.

* Vincent Edward Roberts, 39, 1920 Roberts Road, Amesville, Ohio, was arraigned on two counts of possession of a controlled substance, meth and marijuana; defective equipment; driving on a license revoked for driving under the influence; and fleeing from an officer and released on a $4,500 surety bond.

* Joseph Orion Carden, 30, 337 Fannie Circle, Charlotte, N.C., was arraigned on a charge of no personal floatation device on a paddleboard and pleaded not guilty.

* Anthony J. Roton, 33, 406 Dodge Ave., Williamstown, was arraigned on a charge of no personal floatation device and was released on a $200 personal recognizance bond.

* Monty Lee Thompson, 38, 3807 Cliffside Ave., Parkersburg, was arraigned on charges of third-offense driving on a license suspended for miscellaneous and speeding and released on a $500 personal recognizance bond.

* Edward Paul Miller Jr., 47, 1223 Gates Ridge Road, Rockport, was arraigned on charges of disorderly conduct, obstructing, assault of a law enforcement officer, battery of a law enforcement officer and fleeing on foot and released on a $2,500 bond.

* April Dawn Lott, 30, 705 Thomas Court, Belpre, was arraigned on a charge of aggravated DUI, indicating a blood-alcohol concentration of greater than 0.15, and released on a $2,000 surety bond.

* Bernard Clyde Lemley, 37, Walker, was arraigned on a charge of domestic battery and released on a $2,000 surety bond.

* Caleb Ernest Reynolds, 32, 595 California House Road, Petroleum, was arraigned on charges of DUI and fleeing from an officer and released on a $2,000 surety bond.

* Charles Ray Mackey, 38, 2503 Beverly St., Apt. 3D, Parkersburg, was arraigned on a charge of possession of a controlled substance and released on a $2,000 surety bond.

* Michelle Dawn Parsons, 38, 58 Romine Road, Washington, W.Va., was arraigned on two counts of truancy and released on a $500 personal recognizance bond.

* John Robert Jackson, 36, Vienna, was arraigned on a charge of domestic battery and released on a $1,500 surety bond.

* Earl R. Phillips Jr., 52, 42 Onward Branch Road, Williamstown, was arraigned on charges of DUI and driving on a license revoked for DUI and released on a $2,000 surety bond.

* Charlie Glen Hutson, 43, Route 2, Box 264, Walker, was arraigned on a charge of obstructing and released on a $1,000 surety bond.

PARKERSBURG — The following reports were released Aug. 4 by Wood County Magistrate Court:

* Courtney Danielle Barker, 24, 34 Gardenia Drive, Parkersburg, was arraigned on charges of driving on a suspended license and making a false statement to an officer and released on a $1,000 surety bond.

* Jacob Matthew Gibson, 24, 90 Pine St., Elizabeth, was arraigned on a charge of receiving/transferring a stolen vehicle and held on a $5,000 surety bond.

* Kurt Douglas Parks, 219 First Ave., Paden City, was arraigned on a charge of driving on a license revoked for driving under the influence and released on a $500 personal recognizance bond.

* Roger Bryan Ramey, 44, 821 Hugh St., Parkersburg, was arraigned on a charge of boating under the influence and released on a $1,000 personal recognizance bond.

* Jerri Kay Rose-Gates, 41, care of 1805 Liberty St., Parkersburg, was arraigned on a charge of possession of a controlled substance, fentanyl, with intent to deliver and held on a $125,000 surety bond.

* Clayton Edison Weaver, 46, care of 1216 Juliana St., Parkersburg, waived a preliminary hearing on a charge of grand larceny, and the case was transferred to Wood County Circuit Court.

* A charge of fleeing from an officer in a vehicle with reckless indifference was dismissed against Carl Clayton Robinson, 32, 621 33rd St., Parkersburg, after the charging officer failed to appear.

* Kathryn Lyniece Collins, 24, 4315 Sayre Ave., Parkersburg, pleaded guilty to a charge of possession of a controlled substance and was sentenced to 90 days in jail, suspended for one year of unsupervised probation. She was also assessed $170.25 in fines and court costs.

* Quentin Curtis Griffin, 23, 137 Prospect St., Spencer, pleaded guilty to possession of methamphetamine and was sentenced to 90 days in jail, suspended for six months unsupervised probation. He was also assessed $170.25 in court costs.

* Misty Nicole Wright, 33, 78315 Elk Run Road, Freeport, Ohio, pleaded guilty to a charge of public intoxication and was assessed $175.25 in fines and court costs. A charge of obstructing an officer was dismissed as part of a plea agreement.

* Tyler Phillip Gerwig, 24, 981 Northside Road, Grantsville, pleaded guilty to driving a vehicle while in an impaired state and was sentenced to 12 hours in jail, with credit for 12 hours served. He was also assessed $345.25 in fines and court costs. A charge of driving too fast for roadway conditions was dismissed as part of a plea agreement.

* David James Timmer, 61, 100 Wren St., Walker, pleaded guilty to a charge of prohibited person possessing firearms and assessed $270.25 in fines and court costs.

* Jhordy Bisahi Melendez, 22, 147 Jordyn Lane, Apt. 335, Mineral Wells, pleaded guilty to charges of obstructing an officer, falsely reporting an emergency and was assessed $410.50 in fines and court costs. A charge of refusal to provide fingerprints was dismissed as part of a plea agreement.

* Wesley Levi Long, 32, 86 Windsor Circle, Mineral Wells, pleaded guilty to driving while in an impaired state, reduced from the original charge of DUI with a blood-alcohol concentration greater than 0.15, and was sentenced to 12 hours in jail with credit for 12 hours served. He was also assessed $345.25 in fines and court costs. A charge of left of center was dismissed as part of a plea agreement.

* Hector Luis Andaluz-Rosario, 51, 413 Eighth St., Parkersburg, pleaded guilty to obstructing an officer and was assessed $220.25 in fines and court costs. Two counts of domestic assault were dismissed.

* Timothy Lee Buskirk, 58, 422 E. Pine St., Davisville, pleaded guilty to failure to obey a traffic control device and was assessed $175.25 in fines and court costs.

* Cindy Lou Morehead, 63, 30 Sapphire Circle, Davisville, pleaded guilty to a charge of cell phone use while driving and was fined $100.

* James Earl Johnson, 60, 9025 State Route 555, Cutler, pleaded guilty to a charge of failure to have the proper fire extinguishers on a motorboat and was assessed $190.25 in fines and court costs.

* Opal Jeannette Blessing, 49, 173 Riverview Estates, Lot 31, St. Marys, pleaded guilty to a charge of shoplifting and was assessed $195.25 in fines and court costs. She was ordered to pay a civil penalty of $66.92 to Walmart and ordered not to return to the Parkersburg store.

PARKERSBURG — Wood County Magistrate Court released the following reports Aug. 5:

* Vanessa D. Johnson-McComas, 40, 515 32nd St., Vienna, was arraigned on a charge of battery and was released on a $1,000 personal recognizance bond. According to the criminal complaint, on July 9, Johnson-McComas coughed on, yelled at and pushed a shopping cart into an 82-year-old woman who asked her to socially distance from her at the Dollar General, 3200 Grand Central Ave., Vienna.

* Angela Stephanie Johnson, 46, 100 Del Ray Court, Marietta, was arraigned on charges of shoplifting and obstruction and released on a $1,000 personal recognizance bond.

* Joshua Thomas Bailey, 35, 45 Langley Road, Sandyville, was arraigned on charges of possession of a controlled substance and driving on a revoked license and released on a $3,000 surety bond.

* Jesse James Lemon, 24, 495 Lincoln Drive, Parkersburg, was arraigned on a charge of driving under the influence causing bodily injury and was released on a $2,000 personal recognizance bond.

* Samuel Ricky Coates, 26, 2608 Fairview Ave., Parkersburg, was arraigned on charges of expired motor vehicle inspection, no proof of insurance and failure to produce operator’s license and was released on a $1,500 personal recognizance bond.

* Michael David Combs, 41, 402 Hill St., Parkersburg, was arraigned on a charge of fleeing with reckless disregard and released on a $100,000 surety bond.

* Timothy Paul Hively, 68, Parkersburg, was arraigned on a charge of domestic battery and released on a $1,000 surety bond.

PARKERSBURG — Wood County Magistrate Court released the following reports Aug. 6:

* Matthew Allen Moss, 36, 1551 Camp Barbe Road, Elizabeth, pleaded guilty to embezzlement and was sentenced to six months in jail suspended for one year of unsupervised probation. He was assessed $170.25 in court costs and ordered to pay $2,541 in restitution. Another count of embezzlement was dismissed as part of a plea agreement.

* James Robert Kipe, 29, 413 Eighth St., Parkersburg, was arraigned on a charge of obstructing and released on a $500 surety bond. In a separate case, he pleaded guilty to a charge of second-offense shoplifting and was sentenced to 30 days in jail, suspended for six months of unsupervised probation, including successful completion of a theft prevention program through the Wood County Day Report Center. He was also assessed $170.25 in court costs and ordered to pay a civil penalty of $344.10 to Walmart. A charge of obstructing an officer was dismissed as part of a plea agreement.

* Brian Charles Gant, 29, 81 Farr St., Petroleum, pleaded guilty to charges of possession of a controlled substance and second-offense driving on a license suspended for miscellaneous and was sentenced to 90 days in jail, suspended for one year of unsupervised probation. He was assessed $440.50 in fines and court costs. A charge of no proof of insurance was dismissed as part of a plea agreement.

* Andre Dwayne Davis, 26, 18117 McCracken Road, Cleveland, pleaded guilty to driving on a license suspended for miscellaneous, reduced from the original charge of driving on a license revoked for driving under the influence, and was assessed $270.25 in fines and court costs.

* Chester Leroy Morris, 57, 200 Pennock Drive, Lot 6, Beverly, pleaded guilty to reckless driving and was assessed $195.25 in fines and court costs. A charge of possession of a controlled substance was dismissed as part of a plea agreement.

* Kenneth Ray Roberts, 42, 525 Pike St., Sistersville, pleaded guilty to shoplifting, was assessed $195.25 in fines and court costs and was ordered to pay a $50 civil penalty to Walmart.

* Charles Francis Turner Jr., 60, 2007 1/2 19th St., Parkersburg, waived a preliminary hearing on a charge of failure to register as a sex offender, and the case was bound over to Wood County Circuit Court.

* Brandon Lee Richards, 28, care of 1006 Swann St., Parkersburg, was arraigned on a fugitive from justice charge and held without bond, which is to be set in Circuit Court.

* Robert Ray Randolph, 25, 1900 Murdoch Ave., Parkersburg, pleaded guilty to charges of assault on a government employee and/or medical personnel and third-offense driving on a license suspended for miscellaneous and was sentenced to 90 days home confinement. He was assessed $345.50 in fines and court costs. Charges of speeding and obstructing were dismissed as part of a plea agreement.

* Brittany Jo Ferrell, 34, 1111 Lynn St., Parkersburg, was arraigned on charges of obstructing and being a fugitive from justice. Bond was set at $500 personal recognizance on the obstructing charge, but she was held without bond, which is to be set in Circuit Court, on the fugitive count.

* James Matthew Broyles, 35, 3930 Rollins St., Parkersburg, was arraigned on four counts of fraudulent use of an access device and was held on a $5,000 surety bond.

* Russell L. Traugh, 37, 1905 Plum St., Parkersburg, was arraigned on a charge of burglary and held on a $10,000 surety bond.

* David Adam Pino, 28, 108 Bailey Road, Elizabeth, was arraigned on a charge of possession of a controlled substance with intent to deliver and released on a $2,500 surety bond.

* Charles Ryan Short, 41, 168 Red Hill Road, Parkersburg, was arraigned on a charge of aggravated DUI, with a blood-alcohol concentration greater than 0.15, and released on a $500 personal recognizance bond.

* Casey Nicole Owens, 28, 1382 Husher Run Road, Pennsboro, was arraigned on a charge of possession of a controlled substance, methamphetamine, and released on a $1,000 surety bond.

* Sheldon Michael Lucas, 32, 1919 1/2 19th St., Parkersburg, was arraigned on a charge of driving on a license revoked for DUI and was released on a $500 personal recognizance bond.
