Wood Magistrate

PARKERSBURG — Wood County Magistrate Court heard the following cases on Nov. 6:

* Frederick Fly II, 43, 616 1/2 33rd St., Parkersburg, was arraigned in Wood County Magistrate Court by Magistrate Robin Waters on a charge of malicious wounding, after allegedly causing a broken orbital socket to the eye and a broken nose to victim Melinda Creel. He was being held at the North Central Regional Jail on a $100,000 surety bond.

* Timothy Caplinger, 34, 112 Whispering Pines Court, was arraigned on charges of obstruction, public intoxication and disorderly conduct. He was released on a $2,000 surety bond.

* Michael Foreman, 39, No. 5 Mansion Boulevard, Parkersburg, was arraigned on charges of obstruction and violation of a protective order. He was released on a $2,000 surety bond.

* Kaylee Schweitzer, 22, 926 Whipple Eight Road, Lowell, pleaded guilty to a charge of unlawful acts of licenses and was assessed $195.25 in court costs and fines.

* William Winstanley, 33, 4406 Jefferson St., Parkersburg, was arraigned on a charge of violation of a protective order and was released on a $2,000 personal recognizance bond.

* Mackenzie Kelley, 18, 1943 Crow Creek Road, St. Marys, pleaded no contest to a charge of speeding, 70 miles-per-hour in a 55 mile-per-hour zone, and was assessed $180.25 in court costs and fines.

* Michael Balderson, 27, 113 South Fifth St., Parkersburg, pleaded guilty to a charge of false pretense and was assessed $180.25 in court costs and fines. In a separate case, Balderson pleaded guilty to charges of obstruction and shoplifting. He was assessed $355.50 in court costs and fines and ordered to pay a $731.24 civil penalty to the victim. As part of a plea agreement, Balderson was dismissed on a charge disorderly conduct.

* Kyle Shoemaker, 19, 91 Homestead Court, Parkersburg, pleaded guilty to a charge of assault. He was assessed $170.25 in court costs and fines, sentenced to 40 hours of community service and six months of anger management. Shoemaker was dismissed as part of a plea agreement to a charge of domestic battery.

* Adam Meeks, 19, 31 Holland Ave., Parkersburg, pleaded guilty to one count of contributing to the delinquency of a minor; as part of a plea agreement he was dismissed on four counts of contributing to the delinquency of a minor. He was assessed $270.25 in court costs and fines and sentenced to six months of home confinement. In a separate case Meeks pleaded guilty to one count of reckless driving and as part of a plea agreement was dismissed on a charge of speeding; he was assessed $170.25 and sentenced to 30 days of home confinement to run concurrently.

* Rodger Ballard II, 51, 118 Greenbriar Lane, Davisville, pleaded guilty to a charge of driving while impaired but with an alcohol concentration of less than .15; he was assessed $345.45 in court costs and fines. As part of a plea agreement he was dismissed on charges of possession of an open alcoholic beverage container in the passenger area of a motor vehicle, expired registration and operation without inspection.

* Karissa Mahoney, 23, 4013 11th Ave., Parkersburg, pleaded guilty to driving a vehicle while in an impaired state and was assessed $345.25 in court costs and fines.

* David Foss, 32, 27 Spruce St., Davisville, pleaded guilty to driving a vehicle while in an impaired state but with an alcohol concentration of less than .15; he was assessed $345.25 in court costs and fines.

* Faith Mastin, 26, P.O. Box 863, Parkersburg, was dismissed without prejudice on a charge of domestic battery because the victim has failed to appear.
