Wood Magistrate

PARKERSBURG — The following cases appeared in Wood County Magistrate Court on Sept. 11:

* Kayla Nicole Davis, 26, of 73 Manor Drive, Mineral Wells, was arraigned on a charge of burglary and released on a $30,000 surety bond.

* Shawn Aaron Cloninger, 30, of 3905 Eighth Ave., Parkersburg, was arraigned on charges of fleeing an officer on foot and prohibited person in possession of a firearm and released on a $1,500 surety bond.

* Gary Lee Mackey, 52, of 706 Neal St., Parkersburg, was arraigned on a charge of violation of a domestic violence protective order and bond was set at $1,000.

* Misty Gail Sealey, 39, of 2100 Hill St., Apt. 5, Belpre, was arraigned on charges of second-offense DUI and driving on a license revoked for DUI and bond was set at $3,500.

* Aaron Seth Eaton, 36, of 631 1/2 Fourth St., Huntington, was arraigned on a charge of public intoxication and released on a $100 personal recognizance bond.

* Katy Jean Patton, 33, of 517 Market St., Parkersburg, was arraigned on a charge of third-offense shoplifting and bond was set at $5,000.

* Kim Ann McCutcheon, 54, of 500 13th St., Apt. 32, Parkersburg, was arraigned on charges of battery of a government representative, assault of a government representative, obstructing, disorderly conduct and false report of an emergency and released on a $1,500 surety bond.

* Stanford Nolan Gibson, 28, of 1502 15th Ave., Vienna, was arraigned on two counts of shoplifting, less than $500, and released on a $500 personal recognizance bond.

* Timothy Wayne Hupp, 24, of 340 East Oak St., Davisville, was arraigned on charges of failure to report an accident and driving on a license suspended or revoked, miscellaneous, and released on a $500 personal recognizance bond.

* Brian Keith Bowling, 56, of 47942 Greenwood Cemetery Road, Racine, Ohio, was arraigned on charges of boating under the influence, possession of a controlled substance, operating a watercraft after sunset without proper navigation lights and littering and released on a $2,800 bond.

* Ryan W. Ewing, 28, of Parkersburg, was arraigned on a charge of shoplifting, less than $500, and released on a $500 personal recognizance bond.

* Justin Allen Posey, 25, 42 Meadowbrook Acres, Parkersburg, was arraigned on a felony charge of wanton endangerment with a firearm and was released on $25,000.

* Justin Ryan Schroeder, 35, 6235 15 Mile Creek, Wingett Run, Ohio, was arraigned on two counts of possession of a controlled substance with intent to deliver and one count of prohibited person with firearm and was released on $30,000 bond.

* Aaron Seth Eaton, 36, homeless, was arraigned on a public intoxication charge and was released on $500 bond.

* Joshua Robert Peters, 35, 2709 Fairview Ave., Parkersburg, was arraigned on a domestic battery charge and was released on $500 bond.

* Jackie Ann Nay, 29, 122 Sharon St., Mineral Wells, was arraigned on a felony charge of malicious wounding and bond was set at $15,000.

* Kiger A. Buffington, 23, 2705 Sixth Ave., Parkersburg, was arraigned on charges of illegal registration, no insurance and no motor vehicle inspection and was released on $2,000 bond.

* Andrea Elizabeth Holbert, 37, 4609 Fourth Ave., Vienna, was arraigned on an obstructing charge and was released on $1,000 bond.

* Joseph Anthony Lewis, 31, 313 North Second St., Paden City, waived a preliminary hearing on a felony charge of unlawful assault and the case was bound over to Wood County Circuit Court.

Washington Sheriff

MARIETTA — The Washington County Sheriff’s Office released the following reports Sept. 11:

* On Sept. 6, a deputy completed a breaking and entering report at a Brush Road residence. This case remains under investigation at this time.

* On Sept. 8, the Grandview and Newport Volunteer Fire Departments and New Matamoras Squad were dispatched along with a deputy to 1308 Williamson Ave., Apt. 3A, New Matamoras. A structure fire at that location had been extinguished upon arriving. This case remains under investigation.

* On Sept. 8, Dakota A. Lawson, 210 State Route 339, Belpre, reported a breaking and entering on a building at this location. Lawson reported to a deputy the missing items to be tool bags, tool sets, socket sets and wrenches. This case remains under investigation.

* On Sept. 9, a deputy responded to Dalzell Road, Liberty Township, to a vehicle along the side of the roadway. The deputy approached the Ford Escape and conducted a traffic stop. The male subject appeared to be disoriented. The male identified as Todd Alan Oxford, 47, 790 Highland Park Drive, Akron, was seated in the driver’s seat with the engine running. An odor of an alcoholic beverage was immediately detected. The deputy asked Oxford if he knew where he was and he was unable to determine exactly where he was. Oxford was asked to exit the vehicle in which he was unsteady on his feet. Oxford also performed field sobriety testing, which he did poorly on. Oxford was then placed under arrest for OVI and transported to the Washington County Jail. A breath test was administered with the results being 0.153.

* On Sept. 9, a deputy began an investigation in Liberty Township regarding identity theft. This case remains under investigation.

* On Sept. 9, deputies responded to 1320 Caywood Road, Marietta, where Alixandrea Thomas reported her boyfriend, Tyler Goodwin, hit her. Deputies met with Goodwin outside the camper. Goodwin stated that he and Thomas had an argument about the electric being disconnected from the camper they reside in. Goodwin denied making threats towards Thomas or physically harming her. Thomas advised deputies Goodwin punched her several times on the back of her right shoulder and pulled her hair. Tyler Edward Goodwin, 19, was placed under arrest for domestic violence and transported to the Washington County Jail for processing.

* On Sept. 9, a deputy responded to the 300 block of Strecker Lane, in reference to a lawn mower being left in the middle of the roadway. This case remains under investigation, pending the identification of the owner.

* On Sept. 10, a reported drunk driver was being detained in the Village of Lowell, Adams Township. A deputy met with witnesses who stated the driver was running people off of the road on State Route 60 in which they were able to get him stopped at the current location. The driver was identified as David L. Schafer, who admitted to being all over the road and had driven to this location. He further stated he did not feel good. Schafer had slurred speech and was thought to be under the influence of a mixture of prescription and over the counter medication. Schafer was unable to adequately complete the field sobriety tests, however blew .000 on a PBT. Schafer was transported in order to complete other testing in relation to his sobriety. David L. Schafer, 214 Pennsylvania Ave., Marietta, was issued a citation for OVI.

* On Sept. 11, a deputy responded to 156 Turkey Hollow Road, Cutler, in reference to a complaint. Lora and Michael Smith reported their daughter, Elizabeth Kidd, had been staying with them. Elizabeth had purchased a vehicle but the loan was in Michael’s name. The Smiths stated Elizabeth stopped making the payments so they began making them and advised her she could not drive the vehicle, as it is titled in Michael’s name. The plates that were on the vehicle were also expired and removed. Elizabeth removed plates from another vehicle and placed them on said vehicle and left the residence. A warrant was requested for the arrest of Elizabeth G. Kidd, 33, 156 Turkey Hollow Road, Cutler, for theft of license plate and unauthorized use of a motor vehicle.

The following suspects were processed into the Washington County Jail between Friday and Monday:

* Devonne Curtis, 58, 105 Dudley Ave., Marietta, for parole violation, a felony. Curtis was arrested by the Washington County Sheriff’s Office and processed into the Washington County Jail on Sept. 8.

* Daniel Lawrence Bocek Jr., 25, Fallsinby, W.Va., for probation violation, a misdemeanor. Bocek was picked up in Jefferson County by the Washington County Sheriff’s Office and processed into the Washington County Jail on Sept. 8.

* Lynn Ann Elkayam, 41, 114 Knox St., Apt. 11, Marietta, for probation violation, a misdemeanor. Elkayam was arrested by the Marietta City Probation Department and processed into the Washington County Jail on Sept. 8.

* Kyle Scott Flanagan, 32, 318 Fairview Lane, Marietta, for misuse of credit card, a misdemeanor. Flanagan turned himself in to the Washington County Sheriff’s Office and was processed into the Washington County Jail on Sept. 8.

* Quinn Mitchell Tennant, 26, 5656 DuPont Road, Parkersburg, on a warrant for theft, a misdemeanor. Tennant was arrested by the Marietta Police Department and processed into the Washington County Jail on Sept. 9.

* Richard Anthony Waters, 52, 107 Sixth St., Beverly, for probation violation, a misdemeanor. Waters was arrested by the Washington County Sheriff’s Office and processed into the Washington County Jail on Sept. 9.

* Todd Alan Oxford, 47, 790 Highland Park Drive, Akron, Ohio, for OVI, a misdemeanor. Oxford was arrested by the Washington County Sheriff’s Office and processed into the Washington County Jail on Sept. 9.

* Tanner James Leach, 22, 205 Deerwalk Circle, Marietta, for assault, a misdemeanor. Leach was arrested by the Marietta Police Department and processed into the Washington County Jail on Sept. 9.

* Tyler Edward Goodwin, 19, 113 Mitchells Lane, Marietta, for domestic violence, a misdemeanor. Goodwin was arrested by the Washington County Sheriff’s Office and processed into the Washington County Jail on Sept. 9.

* Joshua Don Martin, 37, 240 Hillcrest Drive, Marietta, for domestic violence, a misdemeanor. Martin was arrested by the Marietta Police Department and processed into the Washington County Jail on Sept. 10.

* Jennifer Dawn Science, 44, 149 Sunset Drive, Marietta, on warrants for theft, obstructing official business, misdemeanors, and two warrants for failure to appear, both felonies. Science was arrested on Fourth Street by the Marietta Police Department and processed into the Washington County Jail on Sept. 10.

* Justin Page Hammaker, 40, 39 Harvestmoon Park, Linden, Pa., for disorderly conduct, a misdemeanor. Hammaker was arrested by the Marietta Police Department and processed into the Washington County Jail on Sept. 11.

Williamstown Police

WILLIAMSTOWN — The Williamstown Police Department released the following reports Sept. 11:

Sept. 5

* Osten Michael Hartshorn, 24, Newport, was arrested on a capias warrant for driving on a license revoked for DUI. Hartshorn was arraigned at Wood County Magistrate Court and released on bond.

Sept. 6

* Garrett Lee Sandy, 26, St. Marys, was cited on a charge of speeding, 54 mph in a 35 mph zone, on West Third Street.

* Matthew Lee Bunner, 31, Munday, W.Va., was cited on a charge of speeding, 51 mph in a 35 mph zone, on West Third Street.

* Jon J. Dewitt, 18, Parkersburg, was cited on charges of expired registration and no seat belt on Fifth Street.

* Simon Hargus, 33, Parkersburg, was cited on a charge of cell phone use while driving on Highland Avenue.

Sept. 7

* Lauren S. Reid, 20, Parkersburg, was cited on a charge of speeding, 51 mph in a 35 mph zone, on West Third Street.

* Courtney McMillan, 28, Williamstown, was cited on a charge of improper registration on Highland Avenue.

* Jacob McMillan, 24, Williamstown, was cited on a no seat belt charge on Highland Avenue.

Sept. 8

* Officers responded to a domestic dispute in the 100 block of Front Street. Officers received conflicting stories from the parties involved and parties were separated for the night.

* Sarah J. Pittner, 26, Belpre, was cited on charges of expired operator’s license and expired registration on Highland Avenue.

* Ashlee D. Martin, 27, Marietta, was cited on charges of improper registration, no insurance and cell phone use while driving on West Third Street.

Sept. 9

* Garrick L. Hart, 38, Marietta, was cited on charges of no operator’s license and no insurance on West Third Street.

* John R. Durham, 44, Eaton, Ohio, was cited on a charge of no motorcycle safety equipment (helmet) on West Third Street.

Sept. 10

* Brandon Lee Nolen, 19, Marietta, was cited on a charge of possession of controlled substance on Highland Avenue.

Belpre Police

BELPRE — The Belpre Police Department released the following reports on Sept. 11:

* On Sept. 1, Christine M. Croscher, 39, 75 Wyndham Ave.. Parkersburg, was cited for driving without a license and for speeding, 64 mph in a 50 mph zone.

* On Sept. 2, Cassandra K. Hammel, 27, 41 South Third St., Parkersburg, was cited for failure to control and for not wearing a seat belt.

* On Sept. 2, Frank Miller IV, 42, 41 South Third St., Parkersburg, was cited for possession of marijuana and for possession of paraphernalia.

* On Sept. 2, Cameron E. Toncray, 23, 1503 Boulevard Dr., Belpre, was arrested for OVI and for not having an operable rear license plate light.

* On Sept. 2, Justin L. Dillon, 28, 38725 State Route 681, Reedsville, was arrested for possession of drug abuse instruments, driving under suspension and a seat belt violation.

* On Sept. 2, Ashana D. Long, 25, 200 Pennock Drive, Beverly, was arrested for possession of drug abuse instruments and for possession of marijuana.

* On Sept. 2, Gary R. Diclemente, 62, 1815 Gihon Road, Parkersburg, was cited for a red light violation.

* On Sept. 2, Ricky G. Henry, 60, 2704 Underwood Drive, Belpre, was arrested for OVI and transported to the Washington County Jail.

* On Sept. 3, Roger A. Wilson, 57, 996 Millbranch Road, Belpre, was cited for driving without a license, improper display of license plates, no rear license plate light and for possession of marijuana.

* On Sept. 4, McKenzie A. Cowman, 24, 814 Seneca Drive, Belpre, was arrested for violating a protection order and transported to the Washington County Jail.

* On Sept. 5, Debra M. Surbey, 64, 2700 Emerson Ave., Parkersburg, was cited for driving on an expired license.

* On Sept. 5, Gregory L. Smith, 31, 689 East Maple St., Davisville, was cited for driving under an OVI suspension.

* On Sept. 6, Morgan M. Flinn, 23, 407 Florence St., Belpre, was cited for having fictitious license plates.

* On Sept. 6, Willis D. Starcher Jr. 48, 1903 Avery St., Parkersburg, was cited for driving under suspension and for having an expired registration.

* On Sept. 6, Kristin N. Baker, 23, 802 Belrock Ave., Belpre, was cited for having an expired registration.

* On Sept. 6, Timothy I. Clifton, 31, 4616 Federal Road, Coolville, was arrested and transported to the Washington County Jail. Clifton was charged with possessing drug abuse instruments, drug paraphernalia, failure to use a child restraint and having an expired registration.

* On Sept. 7, Aimee L. Creech, 40, 98 Hickory St., Parkersburg, was cited for driving under suspension and for having an expired registration.

* On Sept. 7, Derick M. Kemper, 22, 5174 State Route 555, Little Hocking, was cited for speeding, 66 mph in a 50 mph zone.

* On Sept. 7, Breyer J. White, 23, 149 Pettyville Road, Mineral Wells, was cited for a seat belt violation.

* On Sept. 9, Larry P. Shindledecker, 68, 804 Main St., Belpre, was cited for driving under suspension and for having an expired registration.

* On Sept. 9. Michella J. Curry, 28, 822 Belrock Ave., Belpre, was cited for having an expired registration.

* On Sept. 9, Christopher W. Williams, 43, 2810 State Route 555, Little Hocking, was cited for speeding, 68 mph in a 50 mph zone.

* On Sept. 10, Kyle C. Smith, 28, Sallisaw, Okla., was cited for driving under suspension and for making a turn on red where prohibited.

* On Sept. 10, Stanley R. Cate, 37, Sebastian, Ark., was cited for having an open container.

* On Sept. 11, Johnny S. Stout, 27, Tulsa, Okla., was cited for speeding, 70 mph in a 50 mph zone.
