Second man charged in Ripley assault incident
RIPLEY — Two Ripley men were charged with sexual assault and invasion of privacy after one videoed his stepdaughter while she was taking a shower and sending the pictures to the other man, authorities said, according to a criminal complaint filed in the Jackson County Magistrate Court.
Robert Ellis Feltes, 36, of Ripley was allegedly sending the videos and photos of his 16-year-old stepdaughter to Dustin Scott Hypes, 34, also of Ripley, who was arrested for sexual assault in the first degree, according to the complaint.
According to the complaint, an investigation began of Hypes after learning he had multiple cell phones with photos of young girls of a pornographic nature.
When Hypes’ cell phones were investigated, they found videos that looked to be filmed from a bathroom vent and involved a young girl bathing, the complaint said.
After an interview with Hypes’ spouse, she alleged Hypes had photos of the daughter of Feltes’ girlfriend, the complaint said.
Investigators arrived at apartment 18 to speak with Feltes and his girlfriend, the complaint said.
Feltes denied the presence of a camera in the bathroom vent and said if there was one, Hypes most likely planted it, the complaint said.
When the investigators went to the bathroom, one of them immediately recognized the shower curtain from one of the photos found on the cell phone, the complaint said.
Feltes eventually confessed to placing a cell phone in the vent and using a surveillance app to record the video with the intent of filming his 16-year-old stepdaughter, the complaint said.
Feltes said Hypes had the login to the app Feltes was using and that’s how he had access to the content but Feltes decided to send the photos to Hypes, the complaint said.
Hypes claimed he looked at the photos and then deleted them and said Fletes had sent him photos of more than one juvenile female in the residence, the complaint said.
Feltes is being held in the South Central Regional Jail on a $20,000 surety bond, according to the Central Regional Jail website.
