Parkersburg man charged with robbery after attack

PARKERSBURG — A Parkersburg man is in jail pending a bond hearing in Wood County Circuit Court after allegedly attacking another man and stealing his cell phone and wallet.

Daniel Lee Frame, 36, homeless, was arraigned Wednesday morning before Wood County Magistrate Robin Waters after being arrested on a charge of first-degree felony robbery. Because the charge carries a potential maximum sentence of life in prison, Waters said his bond would be set by a circuit judge.

According to a criminal complaint filed in Magistrate Court, Frame struck a man in the face early Wednesday in the area of Sixth and Ann streets, knocking him to the ground. While the victim was on the ground, Frame allegedly removed a cell phone and wallet from the other man’s pockets.

Waters asked Frame at the arraignment what his relationship was to the victim.

“I didn’t know him,” he said.

Minutes after the incident was reported, the complaint says, a Parkersburg Police officer found Frame at the Sheetz on Ann Street. When questioned, Frame said he found the phone at Bicentennial Park. The officer located the phone in Frame’s pocket and the victim’s wallet in his backpack, the complaint says.

Frame had been out on a $1,000 bond after being arrested Saturday on two charges of battery, from separate incidents on July 1 involving another individual. Those complaints say he struck that individual in the face at Bicentennial Park and again in the 300 block of Third Street.
