Marietta City Council authorizes repairs to sewer line

MARIETTA — Thursday Marietta City Council authorized an emergency sewer line repair project to begin on Post Street.

“We have a clear emergency and we can waive the bidding process; (city engineering) did requests for proposals twice,” said City Law Director Paul Bertram, noting only one bidder responded to the city’s requests for contractors to make the necessary repairs.

“This needs to get done as quick as possible,” said Councilman Mike Scales, noting the preference to have effluent flowing below ground than above it.

Ordinance 194 authorized city administration to contract with Larry Lang Excavating Inc. of Beverly for a price not to exceed $155,665.

Council also appropriated $160,000 out of the city’s sewer fund to have funds ready to pay for the project.

“It’s 18 feet deep and there are special permits needed when you’re pulling out dirt from 18 feet deep and mixed with effluent,” explained Scales. “So I’m hoping it gets done for (the contract price) but we’re putting a little extra in place just in case.”

The project will begin work next week, to be concluded within two weeks weather-permitting.

Council also authorized a change order of $29,385.05 for the renovations to the city wastewater plant.

The funds will be used to install additional grating and for handrail maintenance and safety at the High River Pump Station on the eastern side of Duck Creek.

Though the change order is an addition, the total contract amount is not above the original $8.4 million estimate because of previous deductions which reduced the overall project amount by $30,665.

Safety-Service Director Jonathan Hupp also invited the community and council members to the Armory today at 4:30 p.m. for a ribbon cutting of the gymnasium.

Other business:

Council authorized the installation of a historical sign at the corner of Third and Putnam streets for Peoples Bank Theatre.

The legislative body also unanimously approved an agreement with Marietta Main Street for the storage of downtown decorations in the Armory’s third floor.

Marietta Main Street is a downtown beautification nonprofit which aids small business owners in Marietta.

The following appropriations were also approved Thursday:

* $16,400 to replace the leaking roof of 319 Franklin St., a city maintenance garage which formerly served as the Harmar Fire Station.

* $24,195.51 to replace four ECG heart monitors for the city fire department, utilizing the Fire Income Tax fund passed by voters last year.

“This is the first major amount of money coming out of this particular fund,” said Scales. “The fire department has also received bids. For a new pumper and we have enough monies in this fund to make the down payment on a new pumper.”

* $5,000 for the continued rental of a bypass pump used on Post Street where the failed sewer line requires above-ground transport of waste.

* $13,341 for water debt service and continued purchase of chemicals for water treatment.

Council will next meet on Tuesday at 4:30 p.m. for a Lands, Buildings and Parks Committee meeting in room 10 of the Armory, 241 Front St.
