Welcome to Parkersburg! (home of the bums)

Drive across the toll bridge into Parkersburg and what's the first sight you see? How about a pathetic looking being bumming for money? There's a crew that work's the end of the Memorial Bridge, with the collector sometimes STANDING IN THE ROADWAY (I thought that to be illegal). His or her 'backups' are reclining in the adjacent American Legion lot. Then they rotate to the intersection of 6th and Ann St. and the backups sit on the Henry Logan Church steps. I had one relative that made a contribution and saw the female 'collector' drinking later that night at the 5th St. Pub. Another made a donation at the Memorial Bridge and later saw the guy buying a "40 ouncer" at the Speedway on Grand Central. Throw in the recent additions at the end of the drive to Wal-Mart (South Pburg) and the problem seems to be growing. I believe one female collector was recently charged with drug distribution. Is this the wave of the future for Parkersburg?

Geezer - Isn't that true with most public problems? The more there are, the more federal tax dollars get thrown to the municipalities to abate them (often without questioning the results). Under a funding system like that, many city fathers and public school administrators have no incentive to see a problem go away in toto. Rather, they prefer to 'manage' the situations to keep the taxpayer funded kickbacks rolling in.

BTW - I saw a couple of them working their 'shift change' at the end of the Memorial Bridge again the other day. A poster on Facebook has pictures of one parking a very nice blue car beyond the Mountaineer Family Restaurant, just to walk back to 'work' the stop sign at the exit from Rt. 50.

@Kunectdots; Thanks for the heads-up concerning the 20/20 segments concerning panhandling, homelessness, etc. The episode I found most interesting is how managing the 'homeless crisis' has become a full-blown industry in towns like Parkersburg. The problem is that this industry is dependent on a static base of 'homeless' people so they can keep their numbers up in order to qualify for their grants. Thus, the groups who claim to be working on the problem actually cause, prolong, and enable homelessness; they have to, or we will have several dozen unemployed social workers standing at the base of the bridge along with the regulars.

There's a new one (female) at the intersection of Ann and 4th St, around 1:30 PM (M-F). Today's (4-12-14) issue of the Parkersburg N&S lists a couple of arrests in the city from the "Homeless" ranks.

Yup. The bums are still there. Maybe I will make a sign and go stand there too and give them some competition.

I don't believe their 1st Amendment rights permit such activities as plying their trade while standing in the on the roadway at the intersection of the Memorial Bridge and Ohio Av. Maybe agents of the city of Parkersburg should video that tactic to get closer to the 'Donor's' window and use the footage as demonstrable safety violations in any future lawsuits.

What I gather then again I could be wrong but those so called "bums" that have been standing at the end of the bridge and others various places.Supposedly they have contacted the ACLU and has filed a law suite against the city for violating thier first amendment rights to do what they been doing and the city authority"s have been waiting for the out come before they can do any thing. Like I said I could be wrong. So we'll see and I do agree it's bad on the city.

mythravere - As you pointed out, it IS "tax free money" they are being GIVEN.

Consider, when you drive a couple of blocks past them, the poor folks debasing themselves to strut around for some tax preparation business or pizza shop, having to wear a ridiculous Statue of Liberty costume or play an air guitar FOR MINIMUM WAGE. First of all, I refuse to patronize a business that makes an employee do that. You have to ask yourself why those people have the integrity to commit to doing that when you have others gaming the system, tax free, probably pulling down a higher income in the process.

If those people with their hand out are permitted to prosper, how long will it be before others say "Hey! I want a piece of that action" and move to Parkersburg. Then, the newly arriving Bums won't be homeless. They'll be able to say Parkersburg is their home...TOO.

So you see them out there on that divider curb tell them they might be able to get a job inside the store.

Fat chance on that though.

Honestly its easy tax free money they are making.

Must not have any self respect to be doing that though.

Umm? We could counter "bum" their bumming? LOL! Aaah so many ideas.

By my reckoning its not a bad enough issue yet to warrant action being taken to stop it.

Snap their pictures. Especially the ones known to be using the collected money for drugs and booze. Post it to facebook and spread the word.

Or go out with a sign that states what they really are doing. Thats gutsy and might provoke a confrontation if done alone.

Funny you mention southside Walmart. They have right now put up postings for walkin interviews for overnight positions.

So there are jobs available. And even more down the pipe since Walmart in its infinite wisdom has figured out that not having enough people to stock the shelves has..drum roll please...lead to decreased on hands available for customers to buy.

LOL! They cut hours and decreased the amount of people working at their stores to save money and ended up costing themselves 3 billion!

Hah! What a hoot!
